Representative Carlson, Chair of the Finance Committee, called the meeting to order at 8:12 A.M. on Tuesday, May 8, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Dill presented HF1940, First Committee Engrossment, as amended. (Dill) Airport funding advisory task force and state airports fund established, and money appropriated.

Rep. Rukavina moved approval of the minutes of Thursday, May 3, 2007. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Lieder moved adoption of the Transportation Policy and Finance Division Report for HF1940, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH1940.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Lieder moved that HF1940, First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes.

Rep. Lieder moved to amend HF1940, First Committee Engrossment. (See attached amendment HDA-300). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Juhnke moved to amend HF1940, First Committee Engrossment, as amended. (See attached amendment A07-0945, incorporating the following amendment) as follows:

Page 1, line 3, delete "20" and insert "21"
Page 1, line 8, delete "2011" and insert “2012"
Page 1, line 10, delete “2011" and insert “2012"

Kathy Novak, House Research, responded to questions regarding Amendment A07-0945.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Lieder renewed the motion that HF1940, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Vice Chair Sailer assumed chair at 8:32 A.M.

Rep. Mahoney moved adoption of the Higher Education and Workforce Development Finance Division Report for HF790, First Committee Engrossment. (Moe) (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0790.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chair Sailer moved that SF1186, Second Engrossment (Frederickson) (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/SF1186.2.pdf) be recommended to pass and be placed on the General Register.

Rep. Moe presented SF1186, Second Engrossment. Minnesota Public Facilities Authority Act provisions modified, technical and housekeeping changes made, and Pollution Control Agency project priority rule modified.

Terry Kuhlman, Executive Director, Minnesota Public Facilities Authority, responded to questions regarding SF1186, Second Engrossment.

Chair Sailer renewed the motion that SF1186, Second Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Carlson moved that HF1973, First Engrossment, (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF1973.1.pdf) be recommended to pass and re-referred to the Committee on Taxes.

Rep. Carlson presented HF1973, First Engrossment (Carlson) Minneapolis Public Library and Hennepin County library system merger enabled; and transfer of employees, property and assets to Hennepin County authorized.

Rep. Carlson moved to amend HF1973, First Engrossment. (See attached amendment H1973A1).

Kit Hadley, Director, Minneapolis Public Library, responded to questions regarding Amendment H1973A1.

Heather Johnston, Budget Director, City of Minneapolis, responded to questions regarding Amendment H1973A1.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Peter McLaughlin, Commissioner, Hennepin County responded to questions to HF1973, First Engrossment, as amended.

Rep. Carlson moved to amend HF1973, First Engrossment, as amended, as follows:

Page 5, line 4, strike “Public"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Amy Ryan, Director, Hennepin County Library, responded to questions regarding HF1973, First Engrossment, as amended.

Rep. Carlson renewed the motion that HF1973, First Engrossment, as amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

To the Division on Public Safety Finance.
HF2466 (Doty) Buckman tornado siren grant provided, bonds issued, and money appropriated.

To the Division on Transportation Finance and Policy.
HF2465 (Doty) Trunk Highway 25 in Pierz reconstruction funding provided, bonds issued, and money appropriated.
As of Monday, May 7, 2007, the following bill is hereby referred to the Division on Capital Investment.
HF2468 (Hausman) University of Minnesota; Delaware building renovation funding provided for use as a biomedical science research facility, bonds issued, and money appropriated.
As of Monday, May 7, 2007, the following bill is hereby recalled from the Division on Health Care and Human Services Finance after consultation with the division chair.
HF683 (Huntley) Affordable health care right for every resident established, and constitutional amendment proposed.
