Representative Carlson, Chair of the Finance Committee, called the meeting to order at 9:12 A.M. on Friday, March 28, 2008, in Room 200 of the State Office Building.

Rep. Sailer moved approval of the minutes for Thursday, March 27, 2008. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Lieder moved adoption of the Transportation Finance Division Report for HF3126, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3126.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Seifert moved that HF3126, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Taxes.

Rep. Ruth presented HF3126 (Ruth) First Committee Engrossment, Tax registration for intracity buses fixed.

Rep. Seifert renewed the motion that HF3126, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Murphy moved adoption of the Public Safety Finance Division Report for HF1262, Second Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH1262.2.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Mahoney moved that HF1262, Second Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Mahoney presented HF1262 (Mahoney) Second Committee Engrossment Family court comprehensive process study provided.

Rep. Murphy moved adoption of the Public Safety Finance Division Report for HF3498 (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF3498.0.pdf THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Murphy moved that HF3498 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Berns presented HF3498 (Berns) Firefighter Training and Education Board member compensation authorized.

Rep. Murphy moved adoption of the Education Finance and Economic Competitiveness Finance Division Report for HF3376, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3376.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Walker moved that HF3376, First Committee Engrossment be recommended to pass and be placed on the General Register.

Rep. Walker presented HF3376 (Walker) First Committee Engrossment, Minnesota Family Investment Program work participation amended, child care assistance provisions changed, and technical changes made.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF219, Second Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0219.2.pdf THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Walker moved that HF219, Second Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Walker presented HF219, Second Committee Engrossment (Walker) Personal sick leave benefits extended to include care for specified relatives.

Kathy Novak, House Research, responded to questions regarding HF219, Second Committee Engrossment.

Rep. Thissen moved adoption of the Health Care and Human Services Finance Division Report for HF3955, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3955.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Bill Marx, Chief Fiscal Analyst, responded to questions regarding HF3955, First Committee Engrossment.

Rep. Thissen moved that HF3955, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Thissen presented HF3955, First Committee Engrossment (Thissen) Community-based care promoted for older adults through establishment of a community consortiums, and coverage provided for costs associated with physical activities for home and community-based waiver programs for persons with disabilities.

Rep. Thissen moved that HF3134, First Engrossment, be recommended to pass and be placed on the General Register.

Rep. Thissen presented HF3134 (Thissen) Death deed conveyance of interests in real property by transfer provision provided, acknowledgments made in a representative capacity clarified, registered land application clarified, obsolete language eliminated and technical changes made.

Rep. Kohls moved to amend HF3132, First Engrossment. (See attached amendment H3132DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Mullery presented HF3132, First Engrossment, as amended (Mullery) Animal fighting provisions changed.

Rep. Peppin moved to amend HF3132, First Engrossment, as amended. (See attached amendment A08-1542X).

Rep. Peppin incorporated an oral amendment to amendment A08-1542X, as follows:

Page 1, line 10, delete "2007" and insert "2008"
Page 2, line 1, delete "2007" and insert “2008"

Rep. Peppin renewed the motion to amend HF3132, First Engrossment, as amended, with amendment A08-1542X, as amended.

Rep. Peppin requested a roll call on the motion.

There were 8 Ayes, 17 Nays and 4 Abstains. THE MOTION FAILED. THE AMENDMENT, AS AMENDED, WAS NOT ADOPTED.

Rep. Paymar renewed the motion that HF3132, First Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Walker renewed the motion that HF219, Second Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Walker moved to amend HF219, Second Committee Engrossment, as follows:

Page 1, line 9, after "child", insert "including an adult child"
