MINUTES


Representative David Dill, Chair, called the meeting to order at 10:03 A.M. on Monday, March 3rd, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Dill moved HF 3258, 2924, 2925, as amended, 3169, 3250, 3379, 3424, as amended, 3499, 3502, 3695 and 3075 be laid over for possible inclusion in the Omnibus Lands Bill.

HF 2925 (Nornes) Otter Tail County; Tax-forfeited lands bordering public water private sale authorized.

Chair Dill moved an oral amendment to HF 2925 as follows:
On line 2.7 after "Sec. 3" delete "PUBLIC" and insert "PRIVATE".
THE MOTION PREVAILED.

Chair Dill laid HF 2925 over for possible inclusion in the Omnibus Lands Bill.

HF 3424 (Rukavina) St. Louis County; 30-year lease of tax-forfeited and school trust fund lands authorized.

Chair Dill moved the A08-1210 amendment.
THE MOTION PREVAILED.

Chair Dill laid HF 3424 over for possible inclusion in the Omnibus Lands Bill.

HF 3280 (Dill) Public land expedited exchanges provided.

Chair Dill moved HF 3280 be recommended to pass and be re-referred to the Committee on Environment and Natural Resources.

Kathy Lewis, Minnesota Department of Natural Resources, testified on HF 3280.

Chair Dill moved the A08-1208 amendment.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Dill renewed his motion that HF 3280, as amended, be recommended to pass and be re-referred to the Committee on Environment and Natural Resources.

HF 3032 (Dill) Critical habitat private sector matching account modified; outdoor recreation system composition extended to include aquatic management areas; state parks, forests, and recreation areas modified; and state land conveyances and authorized.

Chair Dill renewed his motion that HF 3032, as amended, be recommended to pass and be re-referred to the Committee on Environment and Natural Resources

Chair Dill moved to lay over HF 3444 for possible inclusion in the Omnibus Game and Fish Bill.

Representative Karla Bigham testified on HF 3444.

Chair Dill laid over HF 3444 for possible inclusion in the Omnibus Game and Fish Bill.

HF 3546 (Eken) Fishing season extended for up to two weeks in certain waters.

Chair Dill moved to lay over HF 3546 for possible inclusion in the Omnibus Game and Fish Bill.

Senator Rod Skoe testified on HF 3546.

Chair Dill laid over HF 3546 for possible inclusion in the Omnibus Game and Fish Bill.

HF 2501 (Jaros) Mourning dove hunting prohibited.

Chair Dill moved that HF 2501 be passed, without recommendation, to the Committee on Environment and Natural Resources.

Chair Dill moved HF 3547 be recommended to pass and be re-referred to the Committee on Environment and Natural Resources.

Chair Dill moved the H3547A2 amendment.

Representative Hackbarth moved the A08-1212 amendment.

Representative moved an oral amendment to the A08-1212 amendment as follows:
On line 2.5 delete "Clause (2),".
