MINUTES


Representative Kent Eken, Chair, called the meeting to order at 4:23 P.M. on Tuesday, March 4th, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Moe moved approval of the minutes of February 28th, 2008. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF 3545 (Atkins) Gas purchase and sale reporting required, air conditioner leakage rates in motor vehicles disclosure required, refrigerants required in mobile air conditioners, refrigerant sale prohibited, and report required.

Chair Eken moved HF 3545 be recommended to pass and be re-referred to the Committee on Commerce and Labor.

Chair Eken moved the H3545DE1 amendment.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF 2998 (Koenen) Free lifetime state park permits authorized for totally and permanently disabled veterans.

Chair Eken moved that HF 2998 be recommended to pass and be re-referred to the Committee on Finance.

Chair Eken moved the A08-1242 amendment.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Lyle Koenen testified on HF 2998.

Chair Eken renewed his motion that HF 2998, as amended, be recommended to pass and be re-referred to the Committee on Finance.

HF 3292 (Dittrich) School trust fund lands management provided, school trust fund land return improvements provided, Permanent School Fund Advisory Committee mission redefined, and report provided.

Representative Rick Hansen assumed the gavel at 5:56 P.M.

HF 3540 (Gardner) Solid waste recovery and recycling standards provided, greenhouse gas offset project eligibility established, exemptions provided, studies and ordinances required, goals set, charges regulated, task force established and money appropriated.

Representative Gardner moved that HF 3540 be recommended to pass and be re-referred to the Committee on Energy Finance & Policy.

Representative Gardner moved the H3540A1 amendment.

Representative Gardner moved an oral amendment to HF 3540 as follows:
Delete Section 9,10, and 11.
On line 13.29 after "are" insert "repealed".

Terry Kuhlman, Minnesota Public Facilities Authority, testified on HF 3364.

HF 3195 (Knuth) Greenhouse gas emissions cap and trade program principles established, climate trust fund established and its goals and uses specified, studies required, and money appropriated.

Representative Brynaert moved HF 3195 be recommended to pass and be re-referred to the Committee on Commerce and Labor.
