MINUTES


Representative Kent Eken, Chair, called the meeting to order at 4:16 P.M. on Thursday, March 22nd, 2007, in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Olin moved approval of the minutes of March 20th, 2007. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF 1477 (Knuth) Individual sewage treatment systems disclosure provisions modified.

Chair Eken moved HF 1477 be recommended to pass and be placed on the General Register.

Representative Kate Knuth and Dennis Fink, Saint Louis County Commissioner, testified on HF 1477.

Chair Eken renewed his motion that HF 1477 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF 1420 (Poppe) Individual sewage treatment design, installation, maintenance, inspection, and operation licensing requirements modified.

Chair Eken moved HF 1420 be recommended to pass and be re-referred to the Committee on Finance

Chair Eken moved the H1420A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Brynaert moved and oral amendment to HF 1420 as follows:
On line 1.12 of the H1420A2 amendment after "Scientist," add "the Minnesota
Board of Architecture, Engineering, Land Surveying, Landscape Architecture,
Geoscience, and Interior Design".
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Tingelstad moved an oral amendment to HF 1420 as follows:
On line 1.11 of the H1420A2 amendment after "Engineers," add "the American Council of Engineering Companies".
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken moved to amend his motion to send HF 1420 to the General Register. THE MOTION PREVAILED.

Chair Eken renewed his motion that HF 1420, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF 1382 (Thissen) Phosphorus use in household dishwater detergent restricted.

Chair Eken moved HF 1382 be recommended to pass and be placed on the General Register.

Chair Eken moved HF 1063 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Chair Eken moved HF 294 be recommended to pass and be re-referred to the Committee on Finance.

Chair Eken incorporated the Tingelstad motion.

Chair Eken renewed his motion that HF 294 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.
