Representative Kent Eken, Chair, called the meeting to order at 4:16 P.M. on Thursday, March 15th, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Brynaert moved approval of the minutes of March 13th, 2007. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF 1316 (Hortman) Mercury; certain mercury-containing products sales prohibited; sales, use, and disposal requirements modified; consumer information required; lamp recycling requirements modified; and mercury reduction at crematoriums provided.

Representative Moe moved HF 1316 be recommended to pass and be placed on the General Register.

Chair Eken moved the A07-0303 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken moved the A07-0353 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken moved the A07-0346 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken moved an oral amendment to HF 1316 as follows:
On lines 2.19 and 2.20 retain the stricken language "other than a motor vehicle".

Chair Eken moved an oral amendment to HF 1316 as follows:
On line 2.28 strike "12" and insert "10".
On line 3.9 strike "12" and insert "10".

Representative Hansen moved an oral amendment to HF 1476 as follows:
On lines 2.29 and 2.30 strike "January 1, 2008" and insert "within a year of the final adoption by the agency".

Representative Hansen assumed the gavel at 5:45 P.M.

HF 1418 (Eken) Natural resources rulemaking authority state park permit, and other provisions modified; and Mineral Coordinating Committee expiration extended.

Chair Eken moved HF 1418 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

Bob Meier, Minnesota Department of Natural Resources, testified on HF 1418.

Chair Eken moved an oral amendment to HF 1418 as follows:
Delete Section 5.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken moved an oral amendment to HF 1418 as follows:
On line 7.2 delete "236, article 1" and insert "273".
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken renewed his motion that HF 1418, as amended, be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections. THE MOTION PREVAILED.

HF 1674 (Eken) Environmental review rules relating to biofuel production facilities adoption required.

Chair Eken moved HF 1674 be recommended to pass and be re-referred to the Committee on Finance.

Chair Eken moved the A07-0356 amendment.

Representative Wagenius moved an oral amendment to the A07-0356 amendment as follows:
On line 1.12 after "process" and before the semicolon add "and reduce the groundwater needed for production".
THE MOTION PREVAILED.

Chair Eken renewed his motion to pass the A07-0356 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken renewed his motion that HF 1674, as amended, be recommended to pass and be re-referred to the Committee on Finance. THE MOTION PREVAILED.
