Representative Carlos Mariani, Chair of the House E-12 Education Committee, and Sen. Charles Wiger, Chair of the Senate Education Committee, called the second joint E-12 Education hearing to order at 1:08 PM on Friday, January 25, 2008, in room 123 of the State Capitol.

Chair Wiger welcomed both committees and the audience to the joint hearing.

Rep. Mariani gave an overview of the work of the House and Senate Accountability Working Groups over the past few months and the agenda for today.

Members of the House and Senate E-12 Education Committees introduced themselves and the school districts they represent.

Presenting an overview of school testing at the district level were:

Superintendent Dan Hoverman, Mounds View Public Schools
Ms. Mary Roden, Assessment Coordinator, Mounds View Public Schools
Handouts: "Assessments Answer Different Questions for Different Audiences"
"Comparison of Assessment Measures"

Presenting an overview of growth and value-added was:
Dr. Jim Angermeyr, Director of Research, Evaluation, and Assessment, Bloomington Public Schools

Presenting the growth model program under No Child Left Behind was:

Assistant Commissioner Christy Hovanetz-Lassila, Minnesota Department of Education
PowerPoint Presentation: "Minnesota's Adequate Yearly Progress (AYP) Growth Model Application for No Child Left Behind"

Presenting a proposed Minnesota growth model was:

Dr. David Heistad, Director of Research, Evaluation and Assessment, Minneapolis Public Schools
PowerPoint Presentation: “Joint Minnesota House and Senate State Educational Growth Model and Assessment Concerns Presentation"

Rep. Mariani assumed the gavel at 2:50 PM.

Presenting an overview of Northwest Evaluation Association (NWEA) tests were:

Chair Mariani announced that the next joint House and Senate E-12 Education hearing will be held on February 6, 2008 at 1:00 PM.
