MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, called the thirty-fourth meeting to order at 8:14AM on Thursday, March 13, 2008, in the basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

Rep. Dittrich moved the minutes from Tuesday, March 11, 2008 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

HF 3316 (Mariani), - A bill for an act relating to education; providing for prekindergarten through grade 12 education, including general education, education excellence, special programs, libraries, and self-sufficiency and lifelong learning.

Rep. Erickson moved the H3316DE5 amendment.

Rep. Erickson requested a roll call vote.

Rep. Erickson presented H3316DE5.

Assistant Commissioner Christy Hovanetz Lassila, Minnesota Department of Education, testified to the proposed report card language in the H3316DE5 amendment.

Rep. Greiling moved the H3316A5 Amendment.

Ms. Lisa Larson explained the H3316A5 amendment.

Rep. Greiling renewed her motion that the H3316A5 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Slawik moved the H3316A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Wardlow moved the H3316A14 amendment.

Rep. Wardlow incorporated the following amendment to the amendment:

Page 1, Line 12, after the semi-colon, insert "and"
Page 3, Line 2, delete "for good cause"

Rep. Wardlow presented H3316A14.

Ms. Lisa Larson, House Research, clarified the intent of H3316A14.

Rep. Wardlow renewed his motion that the H3316A14 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Slawik moved the H3316A4 amendment.

Chair Mariani renewed his motion that HF 3316, as amended, be recommended to pass, and placed on the General Register. THE MOTION PREVAILED.

HF 3469 (Davnie) - A bill for an act relating to student transportation; establishing procedures and standards for contracting for private student transportation services.

Rep. Davnie moved that HF 3469 be recommended to pass, and re-referred to the Committee on Transportation Finance.

Rep. Davnie moved the H3469DE2 amendment.

Rep. Davnie incorporated the following oral amendment:

Page 2, Line 11, delete "at the direction of the"
Page 2, Line 12, delete “ local school district"

Rep. Davnie renewed his motion that the H3469DE2 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
