MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, unofficially called the thirty-second meeting to order at 1:07 PM on Friday, March 7, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll:

HF 3733 (Peterson, S) - A bill for an act relating to education; clarifying alternative teacher professional pay system provisions and establishing oversight.

Chair Mariani reminded members that the committee took testimony in support of HF 3733 on Thursday.

Rep. Peterson presented HF 3733.

Testifying on behalf of HF 3733 was:

Chair Mariani officially called the hearing to order at 1:13 PM. A quorum was present.

Rep. Peterson moved that HF 3733 to be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Questions and discussion followed.

Rep. Peterson renewed her motion that HF 3733 be recommended to pass and referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 3403 (Welti), - A bill for an act relating to education; providing for an earth and space, life, and physical sciences assessment in grades 10 through 12.

Rep. Welti moved that HF 3403 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Welti presented HF 3403.

Rep. Wardlow moved the following oral amendment:

Page 1, line 20, after the period, insert:

"Each assessment given in the high school grade span will be administered at the end of the course for which science standards instruction is completed in each content area of biology, earth and space, and physical science."
Rep. Wardlow incorporated the following oral amendment into his amendment:

Delete "biology" and insert "life"

Discussion followed regarding how to make the oral amendment fit logically with the bill.

Ms. Lisa Larson read the revised oral amendment, in its entirety, as follows:

Page 1, Line 18, delete “an"
Page 1, Line 19 “assessment" and insert “assessments"
Page 1, Line 20, after the period, insert “Each assessment given in the 10 through 12 grade span must be administered at the end of the course for which science standards instruction is completed in each content area of earth and space, life, and physical science."

Rep. Wardlow accepted the above changes and renewed his motion that the oral amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Welti renewed his motion that HF 3403, as amended, be recommended to pass and referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 3793 (Davnie), - A bill for an act relating to education; clarifying a student policy on cooperating and providing educators with information about school matters.

Rep. Davnie moved that HF 3403 be recommended to pass and referred to the Committee on Public Safety.

Rep. Davnie moved the H3793A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Davnie presented HF 3793, as amended.

Mr. Roger Aronson, Minnesota Association of Secondary School Principals, Minnesota State High School League

HF 3633 (Swails) - A bill for an act relating to education; establishing course preparation and continuing education requirements for school administrators and teachers working with gifted and talented students.

Rep. Swails moved that HF 3633 be recommended to pass and referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Swails moved the H3633DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Swails presented HF 3633, as amended.

Testifying on behalf of HF 3633, as amended, were:

Ms. Tina Armstrong, Minnesota Council for Gifted and Talented
Mr. Roger Aronson, Minnesota Association of Secondary School Principals, Minnesota State High School League

Ms. Lisa Larson spoke about her work with the Board of Teaching and the Board of Teaching's position on HF 3633, as amended.

Rep. Swails renewed her motion that HF 3316, as amended, be recommended to the committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 3316 (Mariani), - A bill for an act relating to education; providing for prekindergarten through grade 12 education, including general education, education excellence, special programs, libraries, and self-sufficiency and lifelong learning.

Rep. Mariani moved that HF 3316 be recommended to pass.

Rep. Mariani moved the A08-1254 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Welti moved the minutes from Thursday, February 28, 2008, Friday, February, 29, 2008, Tuesday, March 4, 2008, and Thursday, March 6, 2008 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.
