E-12 EDUCATION COMMITTEE

MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, called the thirty-fifth meeting to order at 1:10 PM on Friday, March 14, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll:

A quorum was present.

Rep. Tillberry moved that the minutes for Thursday, March 13, 2008 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

HF 3780 (Hornstein) - A bill for an act relating to education; clarifying the definition of comprehensive, scientifically based reading instruction; making requirements of prekindergarten through grade 6 teachers.

Rep. Hornstein moved that HF 3780 be recommended to pass, and re-referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Hornstein moved the H3780DE1. amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hornstein presented HF 3780, as amended.

Testifying on behalf of HF 3780, as amended were:

Questions and discussion followed.

Ms. Lisa Larson explained the scope of the language in the H3780DE1 amendment, and who would be affected by the bill.

Chair Mariani laid HF 3780 on the table while Rep. Hornstein worked with counsel to prepare an oral amendment.

HF 3624 (Mariani), - A bill for an act relating to education finance; expanding Minnesota's public education mission to include a framework to guide future education policy decisions.

Rep. Mariani moved that HF 3624 be recommended to pass.

Chair Mariani moved the H3624A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Mariani moved the following oral amendment:

Page 3: Delete Section 2

Rep. Mariani renewed his motion that HF 3624, as amended, be recommended to pass, and placed on the General Register. THE MOTION PREVAILED.

Chair Mariani moved to take HF 3780 off the table. THE MOTION PREVAILED.

HF 3780 (Hornstein) - A bill for an act relating to education; clarifying the definition of comprehensive, scientifically based reading instruction; making requirements of prekindergarten through grade 6 teachers.

Rep. Hornstein moved the following oral amendment to H3780DE1:

Page 3, Line 25, delete ", and"
Page 3, Line 26, delete "subdivision 2, paragraph (d), is effective July 1, 2013."
Page 4, Line 14, delete "prekindergarten and elementary instructors" and insert "teacher candidates in prekindergarten or elementary education programs"
Page 4, Line 26, delete "prekindergarten and elementary instructors" and insert "teacher candidates in prekindergarten or elementary education programs"
Page 4, Line 28, delete paragraph (b)
Page 4, Line 31, delete "(c)" and insert "(b)"
Page 5, Line 15 delete "through grade 6", and insert "and elementary grades"
Page 5, Line 20 delete "the"
Page 5, Line 27 after "results", insert "of teacher candidates"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hornstein renewed his motion that HF 3780, as amended, be recommended to pass and re-referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Chair Mariani called for a division on the vote.

The results of the division were:

6 Ayes, 12 Nays

THE MOTION DID NOT PREVAIL.

Chair Mariani gave an overview of the E-12 Education committee schedule for the rest of the biennium.

The hearing adjourned at 3:35 PM.
