MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, called the tenth meeting to order at 8:07 AM on Thursday, February 15, 2007, in the basement hearing room of the State Office Building.

A quorum was present.

Chair Mariani moved a correction of the February 8, 2007 minutes, to reflect that Rep. Dettmer was present. THE MOTION PREVAILED.

Rep. Wardlow moved that the minutes of February 13, 2007 be adopted. THE MOTION PREVAILED.

Chair Mariani announced a handout of additional testimony from the North Minneapolis Joint Education Hearing, that was distributed to all E-12 Education members who do not serve on the K-12 Finance Division.

HF 585 (Bly) A bill for an act relating to education; expanding early childhood developmental screening; establishing a developmental assessment at kindergarten entrance; appropriating money; amending Minnesota Statutes 2006, sections 124D.13, subdivision 2, by adding a subdivision; 124D.135, subdivisions 1, 6.

Chair Mariani moved that HF 585 be recommended to pass and be re-referred to the Committee on Finance.

Rep. Bly moved the H0585A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bly presented HF 585, as amended.

Testifying on behalf of HF 585 were:

Rev. Bruce Bjork, Director of Programs, Greater Minneapolis Council of Churches

Testifying against HF 585 was:

Testifying about HF 585, and the Department of Education's position was:

Ms. Karen Carlson, Minnesota Department of Education

Questions and discussion followed.

Chair Mariani moved that HF 585, as amended, be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division, but without further recommendation. THE MOTION PREVAILED. THE BILL WAS PASSED.

HF 302 (Peterson, S.) A bill for an act relating to early childhood education; proposing grant programs; expanding the kindergarten developmental assessment; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 119B.


Rep. S. Peterson moved that HF 302 be recommended to pass and be re-referred to the Committee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division.

Rep. S. Peterson moved the H0302A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. S. Peterson presented HF 302, as amended.
