MINUTES


Representative Joe Atkins, Chair of the Commerce and Labor Committee, called the meeting to order at 10:09 A.M. on April 29, 2008, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Continued examination of proposed sale of Northwest Airlines to Delta and its impact on Minnesota commerce and jobs.

The following people testified on the proposed sale of Northwest Airlines to Delta Airlines:

Steven Gordon, President, International Association of Machinists and Aerospace Workers
Rene Foss, Association of Flight Attendants - CWA, Northwest Airlines
Kevin Griffin, President, Master Executive Council, Northwest Airlines
Jim Spensley, South Metro Airport Action Council

Representative Mullery moved that the minutes of April 25, 2008 be adopted. THE MOTION PREVAILED.

Jeffrey Hamiel, Executive Director, Metropolitan Airports Commission

Representative Lillie assumed the gavel at 11:32 a.m.

Representative Atkins assumed the gavel at 11:37 a.m.

Tom Anderson, Chief Counsel, Metropolitan Airports Commission

Representative Lillie assumed the gavel at 12:15 p.m.

Representative Atkins assumed the gavel at 12:19 p.m.

Representative Lillie assumed the gavel at 12:30 p.m.

HF 4015 (Hornstein) Metropolitan Airports Commission directed to enforce certain covenants

Representative Atkins moved HF 4015.

Representative Atkins moved the HDA-780 amendment.

Representative Atkins moved to orally amend the HDA-780 amendment as follows:
Page 1, Line 9, after the word "and" insert "surrender of". THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Atkins moved the HDA-780 amendment, as amended. THE AMENDMENT WAS ADOPTED.

The following people testified on HF 4015:

Representative Atkins moved that HF 4015, as amended, be recommended to pass and re-referred to the Committee on Rules & Legislative Administration with a recommended re-referral to the Committee on Local Government and Metropolitan Affairs. THE MOTION PREVAILED ON A VOICE VOTE.

Representative Lillie abstained from voting on HF 4015, as amended.


HF 4207 (Atkins) Agreements between the state and airline companies required full enforcement

Representative Atkins moved HF 4207.

The following people testified on HF 4207:

Representative Atkins moved that HF 4207, as amended, be recommended to pass and re-referred to the Committee on Rules & Legislative Administration with a recommended re-referral to the Committee on Local Government and Metropolitan Affairs. THE MOTION PREVAILED ON A VOICE VOTE.

Representative Lillie abstained from voting on HF 4015, as amended.
