BIOSCIENCES AND EMERGING TECHNOLOGIES COMMITTEE

MINUTES


Representative Tim Mahoney, Chair of the Committee, called the meeting to order at 10:05AM on March 7, 2007 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Berns moved that the minutes from March 6, 2007 be adopted. THE MOTION PREVAILED.

HF 1462 (Liebling), a bill for an act relating to sales and use tax; exempting construction materials used in a biobusiness center;

Representative Norton moved that HF 1462 be recommended to pass and be re-referred to the Committee on Taxes.

Representative Norton moved amendment APD-H1462A1 (attached).

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Norton assumed the gavel at 10:28AM.

Vice Chair Norton renewed the motion that HF 1462 be recommended to pass, as amended, and be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF 1256 (Masin), a bill for an act relating to bioscience and technology; providing grants for bioscience business development and commercialization; requiring a report; appropriating money.

Representative Masin moved that HF 1256 be recommended to pass and be re-referred to the Committee on Finance.

Representative Masin offered an oral amendment as follows:

Page 1, line 1.20, after "markets." delete "Only companies incorporated in
Minnesota are eligible for a grant under this section."

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Mahoney assumed the gavel at 10:39AM.

Representative Masin renewed the motion that HF 1256 be recommended to pass, as amended, and be re-referred to the Committee on Finance. THE MOTION PREVAILED.

The meeting was adjourned at 11:03AM.
