Representative Jim Knoblach, Chair, called the forty-seventh meeting to order at 12:20 p.m. on
Wednesday, May 3, 2006 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach called the meeting to order at 12:20 p.m. A quorum was present.

Representative Hamilton moved that the minutes of May 1, 2006 be adopted.
THE MOTION PREVAILED.

HF3716 Anderson, B. Ballot distribution required in conformity with the Uniformed and Overseas Citizens Voter Act, and money appropriated.

Representative Anderson and Jim Hanson, Minnesota Secretary of State Office testified on HF3166, third engrossment.

Representative Knoblach moved the H3716A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved that HF3716, as amended, be recommended to pass. THE MOTION PREVAILED.

HF3179 Buesgens, Third engrossment, Early childhood and family and kindergarten through grade 12 education revenue provided including general education revenue, education excellence, special programs, and pupil transportation; and task forces established.

Representative Buesgens moved that HF3179 be recommended to pass.

Representative Buesgens and Alice Seagren testified on HF3058, third engrossment.

Representative Knoblach moved the H3179A34 amendment. THE AMENDMENT WAS ADOPTED.

Representative Sykora moved the H3179A27 amendment. THE AMENDMENT WAS ADOPTED.

Representative Buesgens moved that HF3179, third engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

HF2916 Smith, Third Engrossment Fire safety account established from fire premium and assessment revenue, fire insurance tax abolished, and fire insurance policyholder surcharge established.

Representative Smith moved that HF2916 be recommended to pass.

Representative Smith Mike Stockstead, Driver and Vehicle Services, Minnesota Department of Public Safety, Gary Karger, House Fiscal Staff and Ann Higgins, League of Minnesota Cities, and Bob Johnson, Insurance Federation of Minnesota testified on HF2916, third engrossment.

Representative Smith moved the H2916DE3 amendment. THE AMENDMENT WAS ADOPTED.

Representative Smith moved that HF2916, third engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

SF1298 Cox Video display devices collection and recycling.

Representative Knoblach moved that SF1298 be re-referred to the Committee on Environmental and Natural Resource Policy without further recommendation. THE MOTION PREVAILED.

HF1862 Abeler, Second engrossment, Health; evidence-based practice standards established, reports required, study on alternative health care authorized, discounted payments permitted, public employees insurance program modified, and other health insurance provisions modified.

Representative Abeler moved that HF1862, second engrossment, be recommended to pass.

Representative Abeler testified on HF1862, second engrossment.

Representative Abeler moved the DE4 amendment. THE AMENDMENT WAS ADOPTED.

Representative Bradley assumed the gavel at 1:40 p.m.

Representative Knoblach assumed the gavel at 1:45 p.m.

Representative Abeler moved to orally amend HF1862, second engrossment, by: P. 5, L.6, after care, insert, “and community benefit” THE ORAL AMENDMENT WAS INCORPORATED.

Representative Bradley assumed the gavel at 2:05 p.m.

Representative Knoblach assumed the gavel at 2:10 p.m.

Representative Klinzing moved to delete, section 1 P.1 & P.2. THE ORAL AMENDMENT WAS NOT ADOPTED.

Representative Abeler moved that HF1862, second engrossment, be recommended to pass. THE MOTION PREVAILED.

Representative Knoblach moved that HF2972, third engrossment, be recommended to pass.

Representative Tingelstad and John Velin, Director, Legislative Commission on Minnesota Resources, testified on HF2872, third engrossment.

Representative Knoblach moved the H2872DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved HF2972, as amended, be recommended to pass. THE MOTION PREVAILED.

Representative Knoblach moved that HF1443 be recommended to pass.

Representative Emmer, Ann Higgins, League of Minnesota Cities, Beth Fraser, Voting Rights Coalition, and Pat McCormach, Minnesota Secretary of State Office, and Deb Mangen, City Clerk, City of Edina, testified on HF2972, third engrossment.

Representative Knoblach moved the H2972A6 amendment. On a division of 17 AYES and 14 NAYS THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved the H2972A5 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved the H2972A7 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved that HF2972, as amended, be sent to the General Register without recommendation. .

Representative Hilty requested a roll call vote. The results were as follows:
