Representative Jim Knoblach, Chair, called the thirty-ninth meeting to order at 10:32 a.m. on Tuesday, April 11, 2006 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach called the meeting to order at 10:32 a.m. A quorum was present.

HF3093 Gunther Unemployment insurance law policy, housekeeping, and style changes provided; administrative rules incorporated into statute; and fraud penalties modified.

Representative Gunther moved that HF3093, first engrossment, be recommended to pass.

Representative Gunther testified on HF3093, first engrossment.

Representative Gunther renewed his motion that HF3093, first engrossment be recommended to pass. THE MOTION PREVAILED.

HF2564 Erickson MinnesotaCare income definition clarified to exclude veterans' aid and attendance benefits from the definition of income for other household members.

Representative Knoblach moved that HF 2564, first engrossment, be recommended to pass.

Representative Erickson testified on HF2564, first engrossment.

Representative Knoblach renewed his motion that HF2564, first engrossment, be recommended to pass. THE MOTION PREVAILED.

HF3380 Buesgens Postemployment benefit account establishment by political subdivisions for officers and employees authorized.

Representative Buesgens moved that HF3380, second engrossment, be recommended to pass.

Representative Buesgens testified on HF3080, second engrossment.

Representative Buesgens renewed his motion that HF3380, second engrossment, be recommended to pass. THE MOTION PREVAILED.

HF3390 Anderson, B. State employees ordered to active military service salary differential program eligibility criteria modified.

Representative Knoblach moved that HF3390 be recommended to pass.

Representative Anderson, B. testified on HF3390.

Representative Knoblach renewed his motion that HF3390 be recommended to pass. THE MOTION PREVAILED.

HF 3995 Anderson, B Claims against the state settled, and money appropriated.

Representative Knoblach moved that HF3995 be recommended to pass.

Representative Anderson and Craig Lindeke, Revisor’s Office, testified on HF3390.

Representative Rukavina moved the A06-1465 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved that HF3995 as amended, be recommended to pass. THE MOTION PREVAILED.

SF2734 Hackbarth Constitutional amendment for sales tax dedication to natural and cultural resources purposes; arts, humanities, museum and public broadcasting, heritage enhancement, parks and trails funds and clean water and heritage enhancement councils.

Representative Hilty moved to reconsider the SF2734A2 amendment.

Representative Solberg requested a roll call vote. The results were as follows

On a vote of 20 AYES and 14 NAYS THE MOTION PREVAILED.


Representative Knoblach moved to orally amend the H2734A2 amendment by: P.1, L.3, AFTER “Article 1” insert “and” Article 2“ THE ORAL AMENDMENT WAS ADOPTED.

Representative Erhardt moved the following handwritten amendment to the S2734A2 amendment.

P. 1, L.15, delete “22” and insert “28”
P.1, L.18, delete “22” and insert “16”

P.1, L. 18 and L. 20, after “arts” insert “science,”
P.2, L. 9, after “arts” insert “science,”
P.7, L.28 and 30, after ‘arts” insert “science,”
P.8, L.3 after “broadcasting” insert “except a public radio station that holds more than five licenses from the Federal Communications Commission”

Representative Ozment moved to orally amend the Erhardt amendment by: P1, L.15 change, “28” to “29”, P. 1, L. 18, change “16” to “15”. THE ORAL AMENDMENT WAS INCORPORATED.

A roll call was requested by Representative Solberg on the hand written amendment. The results were as follows:

Representative Hilty moved that the H2734A2 amendment, as amended, be adopted.

The meeting was recessed at 11:55 p.m.

The meeting was reconvened at 12:44 p.m.

Representative Knoblach moved that HF2734, as amended, be recommended to pass and be sent to the Committee on Rules. THE MOTION PREVAILED.

The meeting was adjourned at 12:47 p.m.
