Representative Jim Knoblach, Chair, called the twenty-sixth meeting to order at 8:23 a.m. on Tuesday, May 10, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach called the meeting to order at 8:23 am.

Representative McNamara moved that the minutes of May 5, 2005 be approved. THE MOTION PREVAILED.

HF785 (Krinkie) Omnibus tax bill.

Representative Krinkie, Representative Simpson, Dr. Paul Wilson, House Fiscal Staff,
Marie Zimmerman, House Fiscal Staff, Pat Dalton, House Research, Joel Michael, House Research, and Goff Bartsh, Director of Legislative Affairs, Health Partners, testified on HF785.

Representative Krinkie moved that HF785 be recommended to pass and be sent to the General Register.

Representative Krinkie moved the H0785A123 amendment.

Representative Solberg moved to orally amend the H0785A123 amendment by: L.16, change 20 to 10. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Solberg moved to orally amend the H0785A123 amendment by: P.1, L.19, delete 32 and insert, "the percentage owned by the single person or entity plus 20" THE ORAL AMENDMENT WAS INCORPORATED.

Representative Clark moved to orally amend the H0785A123 by: L.11, change has to must. THE AMENDMENT WAS WITHDRAWN.

Representative Clark moved to orally amend the H0785A123 by: L. 11, delete, "has received" has and insert "is entitled to receive" THE ORAL AMENDMENT WAS INCORPORATED.

Representative Krinkie moved that the H0785A123 amendment, as amended, be recommended to pass. THE AMENDMENT WAS ADOPTED.

Representative Abrams moved the H0785A115 amendment. THE AMENDMENT WAS ADOPTED.

Representative Seifert moved the H0785A131 amendment.

Representative Seifert moved to orally amend the H0785A131 by: P.1, L.23, change, 2007 to 2008. THE AMANEDMENT WAS INCORPORATED.

Representative Abrams assumed the gavel at 9:50 am.

Representative Knoblach assumed the gavel at 9:57 am.

Representative Seifert moved to orally amend the H0785A131amendment by: Delete, L. 18 thru 23. THE AMANEDMENT WAS INCORPORATED.

Representative Seifert moved that H0785A131, as amended, be adopted. THE AMENDMENT WAS ADOPTED.

Representative Beard moved that the H0785A111 amendment be adopted and requested a roll call vote. The roll call was withdrawn. A division was called for and on a vote of 18 NAYS AND 17 NAYS. THE AMENDMENT WAS ADOPTED.

Representative Beard moved that the H0785A116 amendment.

Representative Beard moved to orally amend the H0785A116 amendment by: L. 6, change 256 to 257. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Beard moved that the H0785A116 amendment, as amended, be adopted. THE AMENDMENT WAS NOT ADOPTED.

Representative Knoblach moved that the H0785A125 amendment. THE AMENDMENT WAS ADOPTED.

Representative Abler moved the H0785A110 amendment.

Representative Seifert moved to orally amend the H0785A110 amendment by: Divide the amendment between L. 4 and L. 5. THE AMENDMENT WAS WITHDRAWN.

Representative Abeler moved to amend the H0785A110 amendment by: Delete, L.3 and 4. THE ORAL AMENDMENT WAS ADOPTED.

Representative Krinkie requested a roll call vote on the H0785A110 amendment, as amended. The results were as follows:

Representative Dorman moved the H0785A133 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dorman moved the H0785A124 amendment.

Representative Abrams assumed the gavel at 11:27 am.

Representative Knobalch assumed the gavel at 11:30 am.

Representative Ozment moved to orally amend the H0785A124 amendment by: P.2, L.20, after libraries; add, and regional history centers. THE AMENDMENT WAS WITHDRAWN.

Representative Knoblach moved the H0785A137 amendment to the H0785A124 amendment.

Representative Knoblach moved to orally amend the H0785A137 amendment to the H0785A124 amendment by: Delete, L. 9 thru 13. THE AMENDMENT TO THE AMENDMENT WAS INCORPORTATED.

Representative Ozment moved to orally amend the H0785A124 amendment by: P.2, L.20, after libraries; add, and regional history centers. THE AMENDMENT WAS INCORPORATED.

Representative Knoblach moved to orally amend the H0785A124 amendment by: P. 2, L. 34, add (3) and. THE ORAL AMENDMENT WAS WITHDRAWN.

Representative Dorn moved the H0785A136 amendment to the H0785A124 amendment. THE AMENDMENT WAS ADOPTED.

Representative Bradley moved the H0785A113 amendment to the H0785A124 amendment.

Representative Bradley moved to orally amend the H0785A113 amendment to the H0785A124 amendment by: P.1, L.1, delete, first, insert H0785A124, L.2, delete, endorsement and insert amendment, L. 3 delete 250 and insert 5, delete 29 and insert 36, L.4, delete 42 and insert 43. A division was called and on a vote of 10 AYES and 18 NAYS THE AMENDMENT WAS NOT ADOPTED.

Representative Dorman moved the H0785A134 amendment to the H0785A124 amendment. THE AMENDMENT WAS NOT ADOPTED.
