MINUTES


Representative Jim Knoblach, Chair of the Ways & Means Committee, began the thirtieth meeting at 2:47 p.m. on May 20, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach called the meeting to order at 2:47 pm. A quorum was present.

Representative Hamilton moved that the minutes of May 17, 2005 be adopted. THE MOTION PREVAILED.

HF2243 (Seifert) Office of Enterprise Technology established, and money appropriated.

Representative Seifert and Keith Payton, Chief Information Officer, Minnesota Department of Administration, testified on HF2243, second engrossment.

Representative Seifert moved that HG2243, second engrossment, be recommended to pass.

Representative Seifert moved to orally amend HF2241, second engrossment by: Delete, “Article 3”. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Seifert moved the A05-0970 amendment. THE AMENDMENT WAS ADOPTED.

Representative Seifert moved that HG2243, second engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

SF427 (Smith) Retirement provisions modifications and clarifications.

Representative Smith moved that SF427 be recommended to pass.

Representative Smith, Larry Martin, Director of Minnesota Pension Commission, Brian Rice, Attorney, Minneapolis Police Federation, Julie Bleyhl, AFSCME, Gary Carlson, Director of IGR, Mary Vanek, Director of PERA, Sandra, Neren, League of Minnesota Cities, Trudy

Richter, MN Solid Waste Department, Dave Bergstrom, Director of Minnesota State Retirement System and Art Dunn, Director of OGA testified on SF427.

Representative Kelliher moved the LCPRO5-331 amendment. THE AMNEDMENT WAS ADOPTED.

Representative Knoblach moved the JK-01 amendment. On a division of 8 AYES and 14 NAYS
THE AMENDMENT WAS NOT ADOPTED.

Representative Smith moved the LCPRO5-319 amendment. THE AMNEDMENT WAS ADOPTED.

Representative Ozment moved the LCPRO5-327 amendment. THE AMENDMENT WAS ADOPTED.

Representative Smith moved the LCPRO5-329 amendment. THE AMNEDMENT WAS ADOPTED.

Representative Rukavina moved the SO427A3 amendment. THE AMENDMENT WAS ADOPTED.

Representative Smith moved that SF427, as amended, be recommended to pass. THE MOTION PREVAILED.

HF2263 (Knoblach) Finance Department provisions updatedT

Representative Knoblach moved that HF2263 be recommended to pass.

Representative Knoblach testified on HF2263.

Representative Knoblach moved the H2263A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved that HF2263, second engrossment, as amended, be recommended to pass. On a division of 13 AYES and 14 NAYS THE MOTION DID NOT PREVAIL.

The meeting was recessed at 11:05 am.

The meeting was re-convened at 11:37 am.

Representative Knoblach moved to reconsider HF2263. Representative Clark requested a division. On a vote of 19 AYES and 16 NAYS THE MOTION PREVAILED.

Representative Knoblach moved that HG2263, second engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

HF1391 (Cox) Waste electronic products recovery and recycling provided.

Representative Cox, Representative Hackbarth, Art Dunn, Office of Environmental Assistance and Trudy Richter, Solid Waste Management Board testified on HF1391, first engrossment.

The meeting was recessed at 11:53 am.

The meeting was re-convened at 7:32 pm.

Representative Ozment moved the H1391DE6 amendment.

Representative Erhardt moved to orally amend the HF1391 amendment by: Delete, “L.3”. On a division of 15 AYES and 15 NAYS THE ORAL AMENDMENT WAS NOT ADOPTED.


Representative Ozment renewed his motion that the H1391DE6 amendment be recommended to pass. On a division of 15 AYES and 14 NAYS THE MOTION PREVIALED.

Representative Knoblach moved to insert the House language of HF1391, forth engrossment, into SF1298. THE MOTION PREVAILED.


Representative McNamara moved that SF1298 be recommended to pass. On a division of 22 AYES and 7 NAYS THE MOTION PREVAILED.

The meeting was adjourned at 8:56 pm.
