MINUTES


Representative Ron Erhardt, Chairman of the Transportation Policy Committee, called the Twenty-Eighth meeting to order at 2:40 PM on Wednesday, March 15, 2006, in Room 200 of the State Office Building.

Rep. Lieder moved approval of the March 14, 2006 minutes. THE MOTION PREVAILED.

Rep. Cox moved approval of HF2697 (Bradley) Firefighters authorized to use communication headsets while operating a fire truck during an emergency, and recommended it be placed on the General Register.

Rep. Bradley offered the H2697A1 amendment with the following clarification:

Page 1, line 15, delete “a fire truck” and insert “an emergency vehicle”
THE MOTION PREVAILED.

Rep. Bradley presented HF2697 as amended.

Testimony on HF2697 (Bradley) was provided by:

Marty Scherrer, Fire Chief, Edina Fire Department and Minnesota State Fire Chiefs Association.

Rep. Bradley preferred HF 2697, as amended, be placed on the Consent Calendar.

Rep. Cox renewed his motion to approve HF2697 (Bradley), as amended, that it be placed on the Consent Calendar. THE MOTION PREVAILED.

Rep. Holberg moved approval of HF3312 (Holberg) Commercial driver's license revocation provision federal conformity provided, and definitions and driver's license content modified, and recommended it be re-referred to the Committee on Public Safety Policy and Finance.

Rep. Holberg presented HF3312.

Testimony on HF3312 (Holberg) was provided by:

Pat McCormack, Director, Department of Driver and Vehicle Services – Department of Public Safety.

Denise Peterson, Department of Driver and Vehicle Services – Department of Public Safety.

Rep. Holberg renewed her motion to approve HF3312 and that it be re-referred to the Committee on Public Safety Policy and Finance. THE MOTION PREVAILED.

Rep. Cybart moved approval of HF3521 (Cybart) Unauthorized racing classified as reckless driving, and exhibition driving prohibited, and recommended that it be re-referred to the Committee on Public Safety Policy and Finance.

Rep. Cybart offered the following oral amendment to HF3521:

Page 1, line 20, before “misdemeanor” insert “petty”

Rep. Cybart renewed his motion to approve HF3521, as amended, and that it be re-referred to the Committee on Public Safety Policy and Finance. THE MOTION PREVAILED.

Rep. P. Nelson moved approval of HF3201 (Beard) Salvage certificate of title modified, vehicle dismantle or destruction notice required, and definition of "motorized foot scooter" modified, and recommended it be placed on the General Register.

Rep. Beard presented HF3201.

Rep. Erhardt moved adoption of the H3201A1 amendment to HF3201. THE MOTION PREVAILED.

Rep. Beard presented HF3201, as amended.

Rep. Hortman offered the following oral amendment to HF3201:
