Representative Ron Erhardt, Chairman of the Transportation Policy Committee, called the Sixteenth meeting to order at 2:35 PM on Wednesday, March 16, 2005, in Room 10 of the State Office Building.

Rep. Newman moved approval of the minutes: March 15, 2005. THE MOTION PREVAILED.

Rep. Holberg moved approval of HF1219 (Wilkin) I-35E speed limit provided in part of St. Paul; and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Wilkin presented HF1219.

Presenting testimony on HF 1219 (Wilkin) was:

Rep. Holberg renewed her motion to approve HF1219 (Wilkin) and re-refer it to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Cox moved approval of HF1612 (Hamilton) Department of Transportation required to indicate on specific service signs those businesses that sell E85 at retail; and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Hamilton presented HF1612.

Presenting testimony on HF 1612 was:
Erik Rudeen, MnDOT

Rep. Cox renewed his motion to approve HF1612 (Hamilton) and re-refer it to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Newman moved approval of HF 1534 (Hackbarth) Roadside wildlife habitat enhancement provided; and recommended it be laid over for possible inclusion in the Transportation Omnibus bill.

Rep. Hackbarth presented HF 1534.

Rep. Newman renewed his motion to approve HF 1534 and that it be laid over for possible inclusion in the Transportation Omnibus bill. THE MOTION PREVAILED.

Rep. Nelson moved approval of HF 1508 (Howes) Utility vehicle seasonal load restrictions clarified, and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Nelson offered the following oral amendment to HF 1508:
"EFFECTIVE DATE: This section is effective the day following final enactment."

THE MOTION PREVAILED.

Rep. Howes presented HF1508.

Rep. Nelson renewed his motion approve HF 1508, as amended, and recommended it be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

Vice Chairman Nelson assumed the Chair at 3:00 P.M.

Rep. Erhardt moved approval of HF1189 (Erhardt) Recycling and garbage truck weight restriction exemptions provided, and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Erhardt moved adoption of the H1189DE1 amendment. THE MOTION PREVAILED.

Rep. Erhardt presented HF 1189 as amended.

Chairman Erhardt assumed the Chair at 3:15 P.M.

Rep. Nelson moved approval of HF1400(Nelson) Maximum axle weights allowed on highways regulated, and certain motor carrier rules abolished, and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Nelson moved the H1400A2 amendment to HF1400. THE MOTION PREVAILED.

Presenting testimony in opposition to HF1400 as amended was:

Rep. Nelson renewed his motion to approve HF1400 as amended and re-refer it to the Committee on Transportation. THE MOTION PREVAILED.

MnDOT spring load restrictions presentation was given by:
Betsy Parker, MnDOT

Rep. Beard presented HF1667(Beard) Ten-ton vehicle loading authorized under certain circumstances, and seven-ton vehicle loading allowed during spring weight restrictions and

HF1825(Beard) Ten-ton vehicle loading authorized under certain circumstances, and seven-ton vehicle loading authorized during spring weight restrictions under certain circumstances, for informational purposes and recommended the legislation be laid over for study during the interim.

Presenting testimony on HF1667 and HF1825 was:

Amber Backhaus, MN Trucking Association

Chairman Erhardt laid over HF1667 and HF1825 for interim study.
