MINUTES



Representative Ray Vandeveer, Chairman of the Property and Local Tax Division Committee, called the fourteenth meeting to order at 10:20 AM on Tuesday, April 19, 2005, in Room 200 of the State Office Building.

The Clerk noted the roll.

HF 0525 (Rep. Davids). Emergency medical services special taxing district sunset extended.

Chair Vandeveer moved HF 0525 for possible inclusion in the Division Report.

Rep. Nelson assumed the Chair at 10:21 AM.

HF 2372 (Rep. Ruth). Electric generation facility personal property tax exemption provided.

Rep. Simpson moved HF 2372.

The Chair moved the following oral amendment:
Page 1, Line 21, delete "1 mile" and insert "2 miles".

HF 1691 (Rep. Westrom). Biomass electric generation facility property tax exemption construction date requirement and sales tax exemption duration extended.

Rep. Rukavina moved that the language of HF 1206 be added to HF 1691.

The Chair moved approval of the minutes dated 4/14/05. THE MOTION PREVAILED.

Rep. Rukavina moved to amend his oral amendment to amend HF 1206 as follows:
Page 1, Line 21, after the period insert "and before December 31, 2008".

Rep. Rukavina withdrew his amendments.

The Chair laid over HF 1691 for possible inclusion in the Division Report.

HF 2413 (Rep. Ellison). Electric generating facility construction materials personal property tax and sales tax exemptions provided.

Rep. Rukavina moved H2413A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF 1139 (Rep. Thissen). First tier of commercial-industrial property exempted from the state general tax.

HF 1140 (Rep. Thissen). Property tax loss compensation provided when real property is acquired by a governmental entity and becomes tax exempt.
