MINUTES


Representative Phil Krinkie, Chair of the Taxes Committee, called the twenty-third meeting to order at 10:24 a.m. on Wednesday, April 20, 2005, in Room 200 of the State Office Building.

The Clerk noted the roll.

Chairman Krinkie moved SF 310 to be considered for possible inclusion in the Tax Committee’s omnibus bill.

Representative Howes moved HF 1743 to be considered for possible inclusion in the Tax Committee’s omnibus bill.

Representative Davids moved HF 719 to be considered for possible inclusion in the Tax Committee’s omnibus bill.

Chairman Krinkie laid HF 909 over for possible inclusion in the Tax Committee’s omnibus bill.

Chairman Krinkie moved SF 1253 be considered for possible inclusion in the Tax Committee’s omnibus bill.
Chairman Krinkie laid SF 1253 over for possible inclusion in the Tax Committee’s omnibus bill.




Chairman Krinkie moved HF 1640 to be considered for possible inclusion in the Tax Committee’s omnibus bill.
Testifying were:

Paul Moe; Department of Employment and Economic Development
Chairman Krinkie moved that the amendment labeled A05-0659 to be adopted and incorporated into HF 1640.
THE MOTION PREVAILED. THE AMENDEDMENT WAS ADOPTED.
Chairman Krinkie laid HF 1640 as amended over for possible inclusion in the Tax Committee’s omnibus bill.

The Tax Committee recessed at 12:00pm to the call of the chair.

Representative Simpson assumed the chair and reconvened the meeting at 1:19pm.

Representative Vandeveer moved HF 389 to be considered for possible inclusion in the Tax Committee’s Omnibus Bill.
Testifying was:

Representative Rukavina moved the amendment labeled HO389DE1 to be adopted and incorporated into HF 389.
THE MOTION PREVAILED.THE AMENDMENT WAS ADOPTED.
Representative Simpson laid HF 389 as adopted over for possible inclusion in the Tax Committee’s Omnibus Bill.

Chairman Simpson moved HF 1780 for possible inclusion in the Tax Committee’s Omnibus Bill.
Chairman Simpson laid HF 1780 over for possible inclusion in the Tax Committee’s Omnibus Bill.

Chairman Knoblach moved HF 1054 for possible inclusion in the Tax Committee’s Omnibus Bill.
Representative Knoblach moved the amendment labeled H105-A2 to be adopted and incorporated into HF 1054.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Rukavina moved that HF 1054 as amended to be re-referred to the Committee on Education Finance.
Representative Rukavina requested a roll call vote to his motion.
Representative Knoblach withdrew his motion on HF 1054.

Representative Davids moved HF 1858 for possible inclusion in the Tax Committee’s omnibus bill.
Representative Sykora moved the amendment labeled H1858A3 to be adopted and incorporated into HF 1640.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Simpson laid HF 1858 over for possible inclusion in the Tax Committee’s omnibus bill.

Representative Kohls moved HF 2366 to be considered for possible inclusion in the Tax Committee’s omnibus bill.
Representative Kohls moved the amendment labeled H2366A1 to be adopted and incorporated into HF 2366.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep Davnie moved to amend the amendment labeled H2366A1 be amended as follows: on line 18 after the word “schools” insert “state basic standards and Minnesota state comprehensive assessment” and on line 19 after the word “for” insert “all” and after the word “children” insert “attending schools and receiving” and on line 19, after the word “children” delete “who receive”
Rep Davnie requested a roll call vote on his amendment.
Representative Kohls withdrew his motion to consider HF 2366 for possible inclusion in the Tax Committee’s omnibus bill.

Representative Krinkie assumed the chair at 3:00
