STATE GOVERNMENT FINANCE COMMITTEE

MINUTES


Representative Marty Seifert, Chairman of the State Government Finance Committee, called the thirty-eighth meeting to order at 8:24 a.m. on Tuesday, April 4, 2006 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Members present:

A quorum was present.

The Committee heard an overview of HF2833 the State Government Finance Omnibus bill.

Chair Seifert moves that SF2724 be recommend to pass and re-referred to the Committee on Ways and Means.
Chair Seifert moves that the language of HF1909 be inserted into SF2724. THE MOTION PREVAILED.
Representative Delaforest moves the amendment labeled H1909DE19.

Chair Seifert renews his motion the SF2724, as amended, be recommend to pass and re-referred to the Committee on WAYS and MEANS. THE MOTION PREVAILED.


Chair Seifert moves the HF3380 be recommend to pass and referred to the General Register.
Chair Seifert tabled HF3380.
Chair Seifert recessed the Committee at 10:15 am.


The Committee reconvened at 1:30 pm in Room 300N of the State Office Building.

Chair Seifert moved HF3380 be taken from the table.

Chair Seifert moves the HF3380 be recommend to pass and referred to the General Register.

Chair Seifert moves the amendment labeled H3308A8. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Page 2, line 14, delete “3” and insert “2”
Page 2, delete line 18 and insert: “Subd. 3. Funds available. Any funds remaining in the committee budgets for the house local government committee or the senate state and local government operations committee as of the 2006 adjournment of the legislature will be available”
Page 2, line 19 delete “Legislative Coordinating Commission”
Page 2, line 21 delete “This”

Page 3, delete section 4
Page 8, line 11, after “meeting” insert “of the final meeting”
Page 8, delete lines 15 to 17

Page 9, after line 26, insert: “Sec. 13 EFFECTIVE DATE. Section 8 is effective until July 1, 2007.” Renumber sections in sequence Amend title as follows: Page 1, line 4 delete “appropriating money” and insert “authorizing use of remaining committee funds”
