MINUTES


Representative Paulsen, Chair of the Committee on Rules and Legislative Administration, called the thirty-seventh meeting to order at 12:25 p.m. on Thursday, April 20, 2006 in Room 118 of the State.

The Clerk noted the roll.

A quorum was present.

The first matter under consideration was H.F. 3308 (Smith).

Rep. Smith moved that H.F. 3308 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Smith explained why H.F. 3308 did not meet committee deadlines.

Rep. Smith renewed his motion that H.F. 3308 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; H.F. 3308 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.


The second matter under consideration was H.F. 3915 (Moe).

Rep. Moe moved that H.F. 3915 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Moe explained why H.F. 3915 did not meet committee deadlines.

Discussion.

Rep. Moe renewed his motion that H.F. 3915 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; H.F. 3915 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The third matter under consideration was H.F. 3991 (Dempsey).

Rep. Paulsen moved that H.F. 3991 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Dempsey explained H.F. 3991 and was unsure of why H.F. 3991 did not meet committee deadlines.

Discussion.

Rep. Paulsen renewed his motion that H.F. 3991 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; H.F. 3991 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The fourth matter under consideration was H.F. 2843 (Kohls).

Rep. Kohls move that H.F. 2843 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Kohls explained why H.F. 2843 did not meet committee deadlines.

Rep. Kohls renewed his motion that H.F. 2843 be recommended to pass and be placed on the General Register.

The fifth matter under consideration was H.F. 3944 (Slawik).

Rep. Kelliher moved that H.F. 3944 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Slawik explained why H.F. 3944 did not meet committee deadlines.

Rep. Kelliher renewed her motion that H.F. 3944 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; H.F. 3944 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The sixth matter under consideration was H.F. 2921 (Severson).


Rep. Paulsen moved that H.F. 2921 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Taxes.

Rep. Hackbarth explained why H.F. 2921 did not meet committee deadlines.

Rep. Paulsen renewed his motion that H.F. 2921 be recommended to pass and be re-referred to the Committee on Taxes.

The MOTION PREVAILED; H.F. 2921 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON TAXES.

Rep. Ozment moved that S.F. 2734 as amended be reconsidered.

Rep. Carlson requested a roll call vote on the motion to reconsider.

Voting aye: Paulsen, Abrams, Anderson, Bruce; Hoppe; Johnson, Jeff; Kohls; Magnus; Ozment; Samuelson; Seifert; Smith; Sviggum; Tingelstad;

Voting no: Bernardy; Carlson; Hosch; Juhnke; Kelliher; Loeffler; Moe; Poppe, Sailer; Sertich.

There being 13 ayes and 10 nays, THE MOTION TO RECONSIDER PREVAILED.

Rep. Ozment moved that the A06-1558 amendment be adopted.

Rep. Hackbarth explained the A06-1558 amendment.

Rep. Carlson requested a roll call vote on the A06-1558 amendment.

Rep. Paulsen moved that SF2734 be recommended to pass as amended.

Rep. Juhnke requested a roll call vote.

There being 22 ayes and 1 nay, SF2734 WAS RECOMMENDED TO PASS AS AMENDED AND BE PLACED ON THE GENERAL REGISTER.
