MINUTES

Rep. Torrey Westrom, Chair of the Regulated Industries Committee, called the twenty-first meeting to order at 2:30 p.m. on March 21, 2006 in Room 5 of the State Office Building.

The Clerk noted the roll.

Rep. Beard moved adoption of the minutes for March 15, 2006. THE MOTION PREVAILED.

HF 3211 (Erickson) Horse racing breeders' fund apportionments modified.

Rep. Erickson moved adoption of the DIV3211 Division Report. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Erickson moved that HF 3211 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF 3100 (Beard) Card club provisions modified.

Rep. Westerberg moved adoption of the DIV3100 Division Report. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Beard moved that HF 3100 be recommended to pass and be placed on the General Register.

Rep. Atkins moved to amend HF 3100 (H3100A1 amendment). THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Atkins requested a division on the motion to amend HF 3100 (H3100A1 amendment).

Rep. Atkins withdrew the request for a division on the motion to amend HF 3100 (H3100A1 amendment).

Rep. Atkins moved to amend HF 3100 by reconsideration of the H3100A1-A oral amendment:

Line 1.7, strike “eligible voters residing in the city have approved by referendum”
Line 1.7, insert “city council members vote for”
Line 1.11, strike “eligible voters residing in the city have approved by referendum”
Line 1.11, insert “city council members vote for”

Rep. Atkins requested a roll call on the H3100A1-A oral amendment to HF 3100.

Rep. Atkins moved to incorporate the following oral amendment to the H3100A5 amendment:

Line 1.7, after “center” insert “and purses”

THE ORAL AMENDMENT WAS ADOPTED.

Rep. Atkins renewed the motion to amend HF 3100 (H3100A5 amendment, as amended).

THE MOTION DID NOT PREVAIL. THE AMENDMENT, AS AMENDED, WAS NOT ADOPTED.

Rep. Atkins moved to amend HF 3100 (H3100A7 amendment).

Rep. Atkins withdrew the H3100A7 amendment.

Rep. Westrom laid HF 3100 over for future consideration.

HF 3194 (Westerberg) Lawful gambling clarifying, conforming, and technical changes provided; and expenditure restriction requirements modified.

Rep. Westerberg moved adoption of the DIV3194 division report. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Westerberg moved to amend HF 3194 (A06-1156 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Beard moved to amend HF 3194, as amended, (H3194A1 amendment).

HF3215 (Erickson) Video lottery terminals established, state lottery director duties and powers expanded, use of video lottery revenues clarified, lawful gambling taxes modified, and conforming changes provided.

Rep. Erickson moved adoption of the DIV3215 division report. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Erickson moved that HF 3215 be recommended to pass and be re-referred to the committee on Taxes. THE MOTION PREVAILED.

Rep. Erickson moved to amend HF 3215 (A06-1246 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Westerberg moved adoption of the DIV3254 division report. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Hackbarth moved that HF 3254 be recommended to pass and be re-referred to the committee on State Government Finance.

Testifying before the committee was King Wilson, Allied Charities of Minnesota.

HF 3253 (Hackbarth) Bar bingo and pull-tab game requirements modified.
