Rep. Torrey Westrom, Chair of the Regulated Industries Committee, called the fifteenth meeting to order at 2:30 p.m. on April 6, 2005 in Room 5 of the State Office Building.

Rep. Emmer moved approval of the minutes for April 4, 2005. The motion prevailed.

SF 317/HF 519 (Hackbarth) Texas hold'em tournaments legalized as social skill games under certain conditions.

Rep. Westrom moved that HF 519 be brought before the committee for discussion.

Rep. Tom Hackbarth testified before the committee regarding HF 519.

Rep. Westrom moved to amend HF 519 (H0519A1 amendment). The motion prevailed. The amendment was adopted.

Rep. Westrom renewed the motion that HF 519, be recommended to pass and be sent to the General Register. The motion prevailed.

SF 1960/HF 2129 (Beard) Horse racing electronic wagers provided.

Rep. Westrom moved that HF 2129 be recommended to pass and be re-referred to the committee on Rules.

Rep. Westrom moved to amend HF 2129 (H05-0460 amendment).

Rep. Beard accepted the H05-0460 amendment as a friendly amendment and recommended incorporation into HF 2129. Amendment incorporated.

Rep. Atkins moved that HF 2129, as amended, be re-referred to the Gaming Division.
Rep. Atkins withdrew the motion to re-refer HF 2129, as amended, to the Gaming Division.

Rep. Atkins moved that HF 2129, as amended, be re-referred to the committee on Taxes.

Rep. Westrom moved that the motion to re-refer HF 2129, as amended, to the committee on Taxes was out of order. The motion prevailed.

Rep. Westrom moved to amend HF 2129, as amended, by the A1 handwritten amendment, incorporating the following technical change to the amendment:

Page 1, line 2, delete "519"
Page 1, line 2, insert "2129"
Amendment incorporated.

Deputy Commissioner Garvey provided a brief description of Telephone Access Minnesota (TAM).

Rep. Emmer moved to amend HF 1214 (H1214A2 amendment).

Rep. Westrom brought HF 2129, as amended, before the committee for reconsideration.

Rep. Westrom moved incorporation of the A1 handwritten amendment to HF 2129, as amended. Amendment incorporated.

Rep. Atkins addressed casino expansion bills and the appropriate jurisdiction of HF 2129, as amended.

HF 373 (Anderson, I.) Commerce Department required to present a plan to expand local calling areas to include secondary school attendance areas.

Rep. Westrom moved that HF 373 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Telecommunications Bill.

Rep. Irv Anderson testified before the committee.

Rep. Westrom renewed the motion that HF 373 be laid over for possible inclusion in the Omnibus Telecommunications Bill. The motion prevailed.

HF 407 (Sieben) Wireless directory assistance service databases regulated to protect consumer privacy.

Rep. Erickson moved that HF 407 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Telecommunications Bill.

HF 1052 (Sieben) Long distance service charges prohibited after a customer has requested a telecommunications carrier to cancel the service.

Rep. Westrom moved that HF 1052 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Telecommunications Bill.

Rep. Hoppe moved that HF 1639 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Telecommunications Bill.

Jerry Knickerbocker testified before the committee regarding HF 1639.

Rep. Westrom renewed the motion that HF 1639 be laid over for possible inclusion in the Omnibus Telecommunications Bill. The motion prevailed.

Rep. Erickson requested a side-by-side of amendments to the Omnibus Telecommunications Bill from House Counsel.

HF 1728 (Beard) Basic services regulation of telephone companies provided.

Rep. Hoppe moved that HF 1728 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Telecommunications Bill.
John Stanoch testified before the committee regarding HF 1728.

Rep. Westrom renewed the motion that HF 1728 be laid over for possible inclusion in the Omnibus Telecommunications Bill. The motion prevailed.

HF 2259 (Goodwin) Phone cards required to clearly state expiration dates.

Rep. Walker moved that HF 2259 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Telecommunications Bill.

Vic Dobrias testified before the committee regarding HF 2259.

Rep. Westrom renewed the motion that HF 2259 be laid over for possible inclusion in the Omnibus Telecommunications Bill. The motion prevailed.

HF 1580 (Westrom) Telecommunications combined per number fee provided.

Rep. Westrom moved that HF 1580 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Telecommunications Bill.

Ed Garvey, Deputy Commissioner, Department of Commerce, testified before the committee regarding HF 1580.

Rep. Westrom renewed the motion that HF 1580 be laid over for possible inclusion in the Omnibus Telecommunications Bill. The motion prevailed.

HF 1579 (Westrom) Telecommunications standard provider contracts authorized.

Rep. Westrom moved that HF 1579 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Telecommunications Bill.

Rep. Westrom moved to amend HF 1579 (H1579DE1 amendment). The motion prevailed. The amendment was adopted.

Rep. Westrom laid HF 1579, as amended, on the table.
