Representative Mark Olson, Chair of the Local Government Committee, called the eleventh meeting to order at 12:32 P.M. on Wednesday, February 21, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

CORNISH, Tony moved the Minutes of February 14, 2005 be approved as prepared by the Clerk. THE MOTION PREVAILED


HF0702 (Gazelka) Crow Wing County sewer district and commission authorized.

OLSON, Mark moved HF0702 be recommended to pass.

The following provided testimony on and responded to the Committee’s questions regarding HF0702:

Representative Paul Gazelka; Commissioner Terry Sluss (13298 Timberlane Dr S, Baxter, MN, 56425) and Commissioner Craig Gilbertson (480 Inglewood Dr N, Baxter, MN, 56425), Chairman, on behalf of the Crow Wing County Board of Commissioners, Crow Wing County Courthouse, 326 Laurel St, Brainerd, MN, 56401-3590.

There being no further testimony pro or con, the question re-occurred on the Olson Motion that HF0702 be recommended to pass. THE MOTION PREVAILED


SF0262 (Ruth) Local government filing and recording laws technical changes provided.

OLSON, Mark moved SF0262 be recommended to pass and be placed on the Consent Calendar.

The following provided testimony on and responded to the Committee’s questions regarding SF0262:

Representative Connie Ruth and Kay Wrucke (107 Homewood Dr, Fairmont, MN, 56031), Martin County Recorder, 201 Lake Av, P.O. Box 785, Fairmont, MN, 56031.

There being no further testimony pro or con, the question re-occurred on the Olson Motion that SF0262 be recommended to pass and be placed on the Consent Calendar. THE MOTION PREVAILED
HF0358 (Ruth) County document recording fees and standards provided.

OLSON, Mark moved that HF0358 be recommended to pass and be referred to the Committee on Jobs and Economic Opportunity Policy and Finance.

OLSON, Mark moved to recommend that HF0358 be amended as follows:

THE MOTION to recommend adoption of the amendment PREVAILED.

SF0629 (Beard) Airports or aviation system separate plan requirement removed, and Metropolitan Council and Metropolitan Airports Commission planning administration provisions repealed.

HORNSTEIN, Frank moved that SF0629 be recommended to pass.

HF0905 (Rukavina) County boards authorized to contract for the sale of biomass.

OLSON, Mark moved that HF0905 be recommended to pass.
