MINUTES


Representative Mark Olson, Chair of the Local Government Committee, called the ninth meeting to order at 12:30 P.M. on Monday, February 9, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

WARDLOW, Lynn moved the Minutes of February 7, 2005 be approved as prepared by the Clerk. THE MOTION PREVAILED


HF0544 (Marquart) Age minimum for appointees to advisory boards modified.

The Chair placed HF0544 before the Committee.

The following provided testimony on and responded to the Committee’s questions regarding HF0544:

Representative Paul Marquart; Mike Goldade (1117 Douglas Av, Breckenridge, MN, 56520) of Breckenridge High School; Jessica Thompson (506 4th Av NE, Dilworth, MN, 56529), of Dilworth-Glyndon-Felton High School; and Heather Dahl (16757 90th Av S, Barnesville, MN, 56514), of Barnesville High School.

The Chair called Rep. Lanning to the Chair.

MARQUART, Paul moved that HF0544 be recommended to pass.

MARQUART, Paul moved to recommend HF0544 be amended as follows:

Without objection the Committee waived Rule 6 as it applied to the Marquart Motion to Amend.

The question re-occurred on the Marquart Motion to Amend. THE MOTION PREVAILED

There being no further testimony, pro or con, the question re-occurred on the Marquart Motion to recommend HF0544 be amended, and when so amended be recommended to pass. THE MOTION PREVAILED


HF0568 (Marquart) Cities under a specified population allowed an additional 30 days to approve or deny certain regulatory actions.

MARQUART, Paul moved that HF0568 be recommended to pass and be re-referred to the Committee on Commerce and Financial Institutions.

MARQUART, Paul moved to recommend HF0568 be amended as follows:

There being no further testimony, pro or con, the question re-occurred on the Marquart Motion to recommend that HF0568 be amended, and when so amended, be recommended to pass and be re-referred to the Committee on Commerce and Financial Institutions. THE MOTION DID NOT PREVAIL


HF0558 (Hornstein) Metropolitan Council elections provided.

HORNSTEIN, Frank moved that HF0558 be recommended to pass and be re-referred to the Committee on Civil Law and Elections.

HORNSTEIN, Frank moved to recommend that HF0558 be amended as follows:

At the request of the Chief Author, THE MOTION (to recommend adoption of the amendment) PREVAILED without objection.

The following provided testimony on and responded to the Committee’s questions regarding HF0558 as amended:

Representative Frank Hornstein.

ANDERSON, Bruce requested a Roll Call vote on the Main Motion.

CHARRON, Mike moved to recommend that HF0558 be further amended as follows:

Page 17, delete section 24.

Without objection the Committee waived Rule 6 as it applied to the Charron Motion to Amend.

At the request of the Chief Author, THE MOTION (to recommend adoption of the amendment) PREVAILED without objection.

The following provided testimony on and responded to the Committee’s questions regarding HF0558:

Judd Schetnan, Director of Governmental Affairs, Metropolitan Council, 230 5th St E, St. Paul, MN, 55101-1626.

There being no further testimony, pro or con, the question re-occurred and the roll was called on the Hornstein Motion to recommend that HF0558 be amended, and when so amended, be recommended to pass and be re-referred to the Committee on Civil Law and Elections.
