MINUTES


Representative Bob Gunther, Chair of the Jobs & Economic Opportunity Policy & Finance Committee called the fifty-seventh meeting to order at 8:23 a.m., on Tuesday, March 28, 2006, in Room 10 of the State Office Building.

The Clerk noted the roll.

Members excused: All members were present.

A quorum was present.


HF3711(Hackbarth) Petroleum fund compensation for transport vehicles provisions modified, and money appropriated.

Chair Gunther moved HF3711 to be before the committee and to be laid over for possible inclusion in the Jobs & Economic Opportunity Policy and Finance Omnibus bill.

Representative Hackbarth presented HF3711.

HF3711 Was laid over for possible inclusion in the Jobs & Economic Opportunity Policy and Finance Omnibus bill.


HF3368(Finstad) Child passenger restraint system usage requirement modified.

Representative Wilkin moved HF3368 to be before the committee and to be recommended for passage and sent to the General Register.

Representative Finstad presented HF3368.

Chair Gunther moved Amendment H3368DE1.

Testifying on Amendment H3368DE1:

Jerry Kerber, Director, Licensing Division, Department of Human Services

Representative Wilkin moved to amend H3368DE1, page 2, line 2.1, delete “centers” insert “providers”. The motion prevailed. The oral amendment to H3368DE1 was adopted.

Chair Gunther renewed his motion to adopt Amendment H3368DE1, as amended. The motion prevailed. Amendment H3368DE1, as amended, was adopted.

Representative Wilkin renewed his motion to recommend passage of HF3368, as amended, and send to the General Register. The motion prevailed.


HF3597(Soderstrom) Time frames under which an unharmed newborn may be left at a hospital specified and search for relatives prohibited.

Chair Gunther moved HF3597 to be before the committee and recommend passage and to re-refer to Civil Law.

Representative Soderstrom presented HF3597.

Chair Gunther renewed his motion to recommend passage of HF3597 and send to Civil Law. The motion prevailed.


HF3002(Emmer) Minnesota Family Investment Program and general assistance provisions modified.

Vice Chair Garofalo moved HF3002 to be before the committee and recommended passage and to be sent to Ways & Means.

Representative Emmer presented HF3002.

Vic Chair Garofalo renewed his motion to recommend passage of HF3002 and send to Ways and Means. The motion prevailed.


Representative Mahoney moved to approve the Minutes of March 23, 2006. The motion prevailed and the Minutes of March 23, 2006 were approved.
