MINUTES


Representative Bob Gunther, Chair of the Jobs & Economic Opportunity Policy & Finance Committee, called the forty-fifth meeting to order at 4:56 p.m., on Friday, April 22, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

A quorum was present.


Chair Gunther introduced language relating to gambling, [REVISOR] JSK/SA 05-4091 and asked for testimony for and against this language.

Chair Gunther called Representative Westerberg to the Chair at 6:02 PM
Chair Gunther assumed the Chair at 6:25 PM.

Chair Gunther called a recess at 7:23 PM.
Chair Gunther reconvened the committee at 7:55 PM.


Representative Gazelka moved to adopt Amendment 05-4091A35.

Testifying on Amendment 05-4091A35:
Randy Sampson, President, Canterbury Park

Representative Gazelka renewed his motion to adopt Amendment 05-4091A35. The motion prevailed. Amendment 05-4091A35 was adopted. Representative Mahoney called for a division. The vote was 7 “aye” votes and 5 “nay” votes.


Representative Gazelka moved to adopt Amendment 05-4091A36.

Representative Gazelka withdrew Amendment 05-4091A36.


Representative Mahoney moved to adopt Amendment 05-4091A2 and requested a roll call. There were 5 “aye” votes (Clark, Mahoney, Nelson, Sertich and Slawik) and 7 “nay” votes (Gunther Garofalo, Bradley, Gazelka, Ruth, Westerberg and Wilkin). The motion did not prevail. Amendment 05-4091A2 was not adopted.


Representative Mahoney moved to adopt Amendment 05-4091A5 and requested a roll call. There were 3 “aye” votes (Mahoney, Nelson and Sertich ) and 7 “nay” votes (Gunther Garofalo, Bradley, Gazelka, Ruth, Westerberg and Wilkin). The motion did not prevail. Amendment 05-4091A5 was not adopted.


Representative Sertich moved to adopt Amendment 05-4091A19 and requested a roll call. There were 5 “aye” votes (Clark, Mahoney, Nelson, Sertich and Slawik) and 7 “nay” votes (Gunther Garofalo, Bradley, Gazelka, Ruth, Westerberg and Wilkin). The motion did not prevail. Amendment 05-4091A19 was not adopted.


Representative Nelson moved to adopt Amendment 05-4091A13.

Representative Nelson withdrew Amendment 05-4091A13.


Representative Clark moved to adopt Amendment 05-4091A37 and requested a roll call. There were 4 “aye” votes (Clark, Mahoney, Nelson and Slawik) and 7 “nay” votes (Gunther Garofalo, Bradley, Ruth, Sertich, Westerberg and Wilkin). The motion did not prevail. Amendment 05-4091A37 was not adopted.


Chair Gunther moved to adopt the language of 05-4091, as amended, as a committee bill and send to the Revisor to be jacketed, signed by Chair Gunther for the committee and submitted to the Floor for Introduction. Representative Wilkin requested a roll call. There were 7 “aye” votes (Gunther, Garofalo, Bradley, Gazelka, Ruth, Westerberg and Wilkin) and 5 “nay” votes (Clark, Mahoney, Nelson, Sertich and Slawik). The motion prevailed.


The meeting was adjourned at 9:37 pm.
