Representative Bud Nornes, Chair of the Committee on Higher Education, called the thirty-fourth meeting to order at 12:34 PM on Monday, April 3, 2006, in Room 300S of the State Office Building.

The Clerk noted the roll.

12:34:02 PM Chair Nornes called the meeting to order.
12:34:20 PM Rep. Mariani moved approval of the Minutes: March 29, 2006. THE MOTION PREVAILED. THE MINUTES ARE ADOPTED.
12:34:38 PM HF 3136 (Abrams) University of Minnesota and Minnesota State Colleges and Universities president search and selection process modified. Rep. Abrams moved HF3136 be laid over for possible inclusion in the omnibus bill.
12:35:02 PM Rep. Abrams offered an oral amendment:
Page 1, line 22, after "Minnesota", insert "and chancellor of the Minnesota State Colleges and Universities"
Page1, line 22, delete "is" and insert "are"
Page 2, line 6, after "the" insert "chancellor of the"

1:24:55 PM Chair Nornes laid HF 3136, as amended, over for possible inclusion in the Higher Education Finance Omnibus Bill.
1:25:06 PM HF 3334 (Erickson) Teacher preparation program report card established for colleges and universities. Rep. Eastlund moved that HF 3334 be passed and rereferred to the Committee on Education Finance.
1:25:25 PM Rep. Eastlund moved the DE1 Amendment. THE MOTION PREVAILED. THE AMENDMENT IS ADOPTED.
1:25:55 PM Rep. Erickson presented her bill.
1:30:22 PM Daniel Bittman, Director of Licensing, responded to a question from the committee.

2:42:06 PM Hal Kimball, Chair of MSUSA, testified in support of the bill.
2:49:07 PM Bruce Hildebrand, Executive Director, Association of American Publishers, testified.
2:50:03 PM Michael Goodwin, Regional Sales Manager, testified.
2:55:34 PM CHAIR NORNES LAID HF 4032, AS AMENDED, OVER FOR POSSIBLE INCLUSION IN THE HIGHER EDUCATION FINANCE OMNIBUS BILL.
