MINUTES


Representative Bud Nornes, Chair of the Committee on Higher Education, called the sixteenth meeting to order at 12:40 PM on Monday, March 14, 2005, in Room 300S of the State Office Building.

The Clerk noted the roll.

12:40:25 PM Chair Nornes unofficially called the meeting to order.
12:40:43 PM A quorum was present.
12:41:18 PM Chair Nornes officially called the meeting to order, and noted hand-outs in the members' packets from the March 9, 2005 hearing (see attached).
12:41:34 PM HF165 (Opatz) Applied doctoral degrees at state universities authorized.
12:41:41 PM Rep. Opatz moved HF165, for possible inclusion in the Higher Education Finance Omnibus Bill, then presented his bill.
12:50:49 PM Chair Nornes asked Rep. Latz to introduce his 6-year old son, Nathan Latz.
12:52:51 PM Testifying on the bill were:

Richard Davenport, President, Minnesota State University - Mankato, supported the bill.
1:06:32 PM Wilson Bradshaw, President, Metropolitan State College, supported the bill.
1:25:07 PM Charles Kyte, Executive Director, Minnesota Association of School Administrators (MASA) supported the bill.
1:33:15 PM Russ Stanton, Director of Governmental Relations, Inter-faculty Association, supported the bill.
1:38:22 PM Dr. Linda Baer, Senior Vice Chancellor, Minnesota State Colleges and Universities (MnSCU), supported the bill.
1:44:55 PM Martin Sampson, University of Minnesota (U of M) Political Science Department Teaching Professor, legislative liaison for the U of M, opposed the bill.
2:00:42 PM Chair Nornes announced that due to lack of time, HF602 (Carlson) would be heard on Wednesday, March 23rd.
2:11:29 PM CHAIR NORNES LAID HF165 OVER FOR POSSIBLE INCLUSION IN THE HIGHER EDUCATION FINANCE OMNIBUS BILL.
2:11:41 PM Rep. Carlson moved approval of the minutes: March 9, 2005. THE MOTION PREVAILED.
2:11:51 PM Chair Nornes adjourned the meeting.
