Representative Jim Abeler, Chairman of the Cost Containment Division of the Health Policy and Finance Committee, called the Second meeting to order at 4:30 P.M. on Tuesday, March 22, 2005 in Room 300N of the State Office Building.

The Clerk noted the roll.

Discussion of Ideas for a Division Health Care Cost Containment Proposal

HF771 (Abeler) Evidence-based health care guidelines provided.

HF839 (Abeler) Prescription drug bulk purchasing provided.

HF840 (Abeler) Prescription drug wholesale distributor requirements modified.

HF1850 (Abeler) Healthy Minnesotans biomonitoring program established, reports required, and money appropriated.

HF1861 (Abeler) Health care best practices guidelines modified, and quality improvement investment program established.

HF1862 (Abeler) Health care provider expenditure reporting requirements modified, separate procedure established for procedures over $5,000,000, certain medical referrals restricted, and money appropriated.

HF1863 (Abeler) Electronic medical record system loan program fund established, bonds issued, and money appropriated.

HF1864 (Abeler) Coordinated statewide health improvement action plan provided, health plans required to issue coverage to all applicants and charge community rates, income tax deduction provided, coverage maintenance required, and money appropriated.

Rep. Paul Thissen

HF819 (Thissen) State-funded reinsurance provided for small employer health coverage, and money appropriated.
