Vice Chair Brad Finstad of the Health Policy and Finance Committee, called the sixty-seventh meeting to order at 10:25 a.m. on Tuesday, April 11, 2006 in Room 10 of the State Office Building.

The Clerk noted the roll.

HF 3697 (Amendment A06-1487, Delete Everything Amendment) (Bradley) Health and human services supplemental appropriations, transfers, and reductions provided; programs established and regulated; studies and reports required; and money appropriated;

Rep. Bradley continued his presentation of the bill.

Rep. Bradley moved HF 3697 (Amendment A06-1487, Delete Everything Amendment) be recommended to pass and be rereferred to the Committee on Ways and Means.

Rep. Bradley moved to amend HF 3697 (see Amendment A06-1487, the HF3697 Delete Everything Amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 3697, as amended (see Amendment H3697A32 attached).

Rep. Bradley explained Amendment H3697A32.

A vote was taken on Amendment H3697A32. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 3697 (see Amendment A06-1520 attached).

Rep. Finstad moved to amend Amendment A06-1520 as follows:

Page 1, line 1.26, after "(b)" insert “Aggregate"

Rep. Bradley incorporated Rep. Finstad’s oral amendment into Amendment A06-1520. A vote was taken on Amendment A06-1520, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 3697 (see Amendment H3697A24). Rep. Bradley explained Amendment H3697A24.

Marie Zimmerman, House Fiscal Analyst, explained the fiscal impact of the amendment.

Randall Chun, House Research Analyst, explained a technical amendment to Amendment H3697A26, as follows:

Page 1, line 1.19, delete “subdivision 3," and insert “subdivision 4,"

Rep. Wilkin incorporated the technical amendment into Amendment H3697A26.

A vote was taken on Amendment H3697A26, with incorporation. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Emmer moved to amend HF 3697 (see Amendment H3697A28 attached).

Rep. Emmer presented Amendment H3697A28.

A vote was taken on Amendment H3697A28. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Thao moved to amend HF 3697 (see Amendment H3697A34 attached).

Rep Thao presented Amendment H3697A34. The motion did not prevail. The amendment was not adopted.

Rep. Emmer moved to amend HF 3697 (see Amendment H3697A36 attached).

Rep. Powell moved approval of the minutes of Monday, April 10, 2006. THE MOTION PREVAILED. The minutes were approved.

The Vice Chair called a recess until approximately 4:00 p.m.

Vice Chair Finstad reconvened the meeting at 4:12 p.m. in Room 200 of the State Office Building.

Rep. Abeler moved to amend HF 3697 (see Amendment H3697A8 attached).

Rep. Huntley requested a Roll Call vote on Amendment H3697A19-1.

Rep. Goodwin requested a Roll Call vote.

Rep. Goodwin incorporated the following correction into Amendment H3697A22-2:

Page 3, line 3.2, delete “$43,232,001" and insert “$85,896,000"

A Roll Call vote was taken on Amendment H3697A22-2 as amended.

Randall Chun, House Research Analyst, explained language in the amendment.

Rep. Bradley explained that Amendment H3697A38 replaces Amendment H3697A37-1 already adopted earlier in this meeting.

A vote was taken on Amendment H3697A38. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley renewed his motion that HF 3697, as amended, be recommended to pass and be rereferred to the Committee on Ways and Means. Rep. Bradley withdrew his motion.

Rep. Bradley moved to amend HF 3697 (see Amendment H3697A39 attached).

Rep. Bradley presented Amendment H3697A39.
