MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the sixty-fourth meeting to order at 10:20 a.m. on Thursday, March 30, 2006 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

HF3692 (Powell) Health care and medical assistance provisions modified.

Rep. Powell moved HF 3692 be recommended to pass.

Rep. Powell moved to amend HF 3692 as follows:

Page 6, line 6.31, delete "for each" and insert “beginning the"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Powell renewed his motion that HF 3692, as amended, be recommended to pass. THE MOTION PREVAILED.

HF3630 (Emmer) Children's mental health grants provided; mental health service delivery and finance reform provided; and mental health case management, rates, and general assistance medical care coverages modified.

HF 3630 was removed from the table and taken up again from March 29.

Rep. Abeler moved to amend HF 3630 (see Amendment A06-1414X).

Rep. Emmer moved to amend Amendment A06-1414X as follows:

Page 1, line 1.13, after “treatment" insert “at a hospital level of care"


Rep. Abeler incorporated Rep. Emmer’s oral amendment into Amendment A06-1414X.

A vote was taken on Amendment A06-1414X, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley moved to amend HF 3630 (see Amendment H3630A3 attached). Rep. Huntley explained the amendment. Rep. Huntley withdrew Amendment H3630A3.

The Chair laid over HF 3630, as amended, for possible inclusion in the Health Policy and Finance omnibus bill.

HF2810 (Powell) Radiation therapy facility construction limitation expiration date removed.

Rep. Powell moved HF 2810 be recommended to pass.

Rep. Powell presented HF 2810.

Proponents and Opponents were given 15 minutes each to present testimony.

Rep. Finstad moved to amend HF 2810 (see Amendment H2810DE1 attached). Rep. Finstad incorporated the following amendment into Amendment H2810DE1:

Page 1, line 1.8, delete “2010" and insert “2013"

Rep. Huntley requested a Roll Call vote on Amendment H2810DE1, as amended.
