HEALTH POLICY & FINANCE COMMITTEE

MINUTES

Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the sixty-first meeting to order at 10:10 a.m. on Monday, March 27, 2006 in Room 5 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Huntley moved the approval of the minutes of March 21, March 23, and March 24, 2006. THE MOTION PREVAILED. The minutes were approved.

HFXXXX (Severson) Stearns, Sherburne and Benton County nursing facilities reimbursement rates increased.

Rep. Severson gave a brief presentation of the language in the bill.

Because this bill was not in the possession of the Health Policy and Finance Committee at the time of the hearing, the Chair announced that the Committee would not take action on this bill until it is in the Committee’s possession.

HF3625 (Peppin) Public employee insurance provisions modified and money appropriated.

Rep. Peppin presented HF 3625.

Rep. Powell assumed the gavel at 10:40 a.m.

HF3697 (Bradley) Health and human services supplemental appropriations transfers, and reductions provided; programs established and regulated; studies and reports required; and money appropriated.


Rep. Bradley moved HF 3697 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley moved to amend HF 3697 (see Amendment A06-1279 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 3697 (see Amendment H3697A2 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

At 12:00 Noon, the Chair called a recess until 7:00 p.m.

Chairman Bradley reconvened the meeting at 7:05 p.m. in Room 5.

HF3552 (Kohls) Biotechnology and medical genomics research money appropriated.

The Chair announced that this would be an informational hearing only.

Rep. Kohls presented HF 3552.

The Chair announced no formal motions would be made at this hearing.

HF3625 (Peppin) Public employee insurance provisions modified and money appropriated

Rep. Peppin moved HF 3625 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Peppin moved to amend HF 3625 as follows:

Page 2, line 2.26, delete "shall" and insert “may"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The Chair laid over HF 3625, as amended, for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Finstad assumed the gavel at 7:17 p.m.

HF3697 (Bradley) Health and human services supplemental appropriations, transfers, and reductions provided; programs established and regulated; studies and reports required; and money appropriated.

HF 3697 was taken up again. Rep. Bradley moved HF 3697, as amended, be laid over for possible inclusion in the Health Policy and Finance omnibus bill.
