MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the thirty-fifth meeting to order at 10:12 a.m. on Monday, April 4, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

HF1915 (Zellers) Maple Grove hospital construction moratorium exemption provided.

HF 1915 was taken up again from March 31, 2005.

Rep. Bradley moved HF 1915 be recommended to pass.

Rep. Zellers and Rep. Peppin presented HF 1915.

Rep. Bradley moved to amend HF 1915 (see Amendment A05-0385 attached). Rep. Bradley incorporated the following amendment in Amendment A05-0385:

Page 4, line 20, insert "11" in the blank space

A vote was taken on Amendment A05-0385 with Rep. Bradley’s incorporation. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 1915 (see Amendment H1915A1 attached). Rep. Bradley incorporated an oral amendment in Amendment H1915A1. Rep. Bradley instructed staff to make appropriate changes in language on H19015A1 (see handwritten changes on Amendment H1915A1 attached). A vote was taken on Amendment H1915A1 incorporating Rep. Bradley’s oral amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley renewed HF 1915, as amended, be recommended to pass. THE MOTION PREVAILED.

HF910 (Otremba) Traumatic brain injury waivered services program caseload growth limits established, and money appropriated.

Rep. Otremba moved HF 910 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Otremba presented HF 190.

Rep. Otremba renewed her motion that HF 910 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

HF2166 (Samuelson) Traumatic Brain Injury Advisory Committee termination date extended.

Rep. Samuelson moved HF 2166 be recommended to pass and be placed on the Consent Calendar.

Rep. Samuelson presented HF 2166.

Rep. Samuelson renewed her motion that HF 2166 be recommended to pass and be placed on the Consent Calendar. THE MOTION PREVAILED.

Rep. Thao moved approval of the minutes of the March 31 morning and March 31 evening meetings, as well as the March 30 and March 29 meetings. THE MOTION PREVAILED. The minutes were approved.

HF949 (Clark) Hearing aid user consumer protection increased.

Rep. Bradley moved HF 949 be recommended to pass and be re-referred to the Committee on Commerce and Financial Institutions.

Rep. Clark presented HF 949.

Rep. Bradley renewed his motion that HF 949 be recommended to pass and be re-referred to the Committee on Commerce and Financial Institutions. THE MOTION PREVAILED.

Vice Chair Finstad assumed the gavel.

HF1266 (Bradley) Discharge plans for offenders with mental illnesses modified, medical assistance eligibility clarified, prescription drug purchasing pool authorized, housing funds allocated to employment support, and money appropriated.

Rep. Bradley moved HF 1266 be recommended to pass and be re-referred to the Committee on Local Government.

Rep. Bradley modified his motion and moved that HF 1266 be recommended to pass and be re-referred to the Committee on Public Safety Policy and Finance.

Rep. Bradley presented HF 1266.

Rep. Bradley moved to amend HF 1266 as follows:

Page 5, delete Sect. 4

Page 5, insert new Sect. 4 as follows:

"This Act is effective August 1, 2006, or upon health match implementation,
whichever is later."

A vote was taken on Rep. Bradley’s oral amendment to HF 1266. THE MOTION PREVAILED.
THE AMENDMENT WAS ADOPTED.


Rep. Bradley moved to amend HF 1266 as follows:

Page 2, line 32, after "forward" insert "them"
Page 4, line 32, delete "30" and insert "60"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley renewed his motion that HF 1266, as amended, be recommended to pass and be re-referred to the Committee on Public Safety Policy and Finance. THE MOTION PREVAILED.

HF956 (Seifert) Children's therapeutic services and support diagnostic assessment requirement modified.

Rep. Finstad moved HF 956 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Seifert presented HF 956.

Rep. Finstad renewed his motion that HF 956 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

The next meeting will be held on Tuesday, April 5, 2005, at 10:15 a.m. in Room 10 of the State Office Building.

The meeting was adjourned at 11:30 a.m.
