MINUTES


Representative Brad Finstad, Vice Chair of the Health Policy and Finance Committee, called the thirty-third meeting to order at 10:22 a.m. on Thursday, March 31, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

HF1360 (Bradley) Developmental disabilities quality assurance system modified, and money appropriated

Rep. Bradley moved HF 1360 be laid over for possible inclusion in the Health Policy & Finance omnibus bill.

Rep. Bradley moved to amend HF 1360 (see Amendment H1360A2 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Bradley presented HF 1360.

HF979 (Abeler) Medical assistance required to cover medication therapy
management services

Rep. Abeler moved HF 979 be laid over for possible inclusion in the Health Policy & Finance omnibus bill.

Rep. Abeler moved to amend HF 979 (see Amendment H0979DE1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Bradley assumed the gavel.

Rep. Abeler renewed his motion that HF 979, as amended, be laid over for possible inclusion in the Health Policy & Finance omnibus bill.

Rep. Abeler modified his motion and moved that HF 979, as amended, be recommended to pass and be re-referred to the Committee on Governmental Operations and Veterans Affairs Policy. THE MOTION PREVAILED.

HF1915 (Zellers) Maple Grove hospital construction moratorium exemption provided.

Chairman Bradley announced that, in the interest of fairness, he would randomly draw the order for testifiers’ presentations on this bill.

Rep. Zellers and Rep. Peppin made comments regarding the proposal.

Chairman Bradley announced that the committee will meet to take up HF 1915 again on Monday, April 4, 2005, beginning at 10:00 a.m. Amendments to HF 1915 are to be submitted to the Committee staff by 4:00 p.m. Friday, April 1, 2005.

HF1642 (Finstad) Rural pharmacy planning and transition grant program established, rural loan forgiveness program modified, and money

Rep. Finstad moved HF 1642 be laid over for possible inclusion in the Health Policy & Finance omnibus bill.


Rep. Finstad moved to amend HF 1642 (see Amendment H1642A1 attached).

Rep. Finstad incorporated the following amendment into Amendment H1642A1:

Page 1, delete text in line 16
Page 1, line 16, insert:

Page 6, line 16, before "special" insert "state government"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
