MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the fifty-eighth meeting to order at 10:21 a.m. on Wednesday, March 22, 2006 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.


HF 3171 (Klinzing) Parents authorized to obtain a clean certified copy of a deceased child's birth record under certain circumstances.

Rep. Bradley moved HF 3171 be recommended to pass and be rereferred to the Committee on Civil Law and Elections.

Rep. Klinzing presented HF 3171.

Rep. Bradley renewed his motion that HF 3171 be recommended to pass and be rereferred to the Committee on Civil Law and Elections. THE MOTION PREVAILED.

HF 2904 (Seifert) Statewide hospitality fee exemption for schools provided.

Rep. Bradley moved HF 2904 be recommended to pass and be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

HF 2878 (Gazelka) Life insurance policy retention by medical assistance applicants authorized in certain instances.

Rep. Bradley moved HF 2878 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.


Rep. Gazelka moved to amend HF 2878 (see Amendment H2878A1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Gazelka presented HF 2878, Amendment H2878A1.

The Chair laid over HF 2878 for possible inclusion in the Health Policy and Finance omnibus bill.

HF 2564 (Erickson) MinnesotaCare income definition clarified to exclude veterans' aid and attendance benefits from the definition of income for other household members.

Rep. Bradley moved HF 2564 be recommended to pass and be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley moved to amend HF 2564 (see Amendment H2564A1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Erickson presented HF 2564, Amendment H2564A1.

Rep. Erickson moved to amend HF 2564 as follows:

Page 1, Line 1.22, delete "June 1, 2006" and insert “January 1, 2009"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley modified his motion and moved HF 2564, as amended, be recommended to pass and be rereferred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Finstad assumed the gavel.

HF 2147 (Soderstrom) Methamphetamine offender education material development and sheriff distribution of methamphetamine education materials to inmates required.

Rep. Finstad moved HF 2147 be recommended to pass and be rereferred to the Committee on Public Safety Policy and Finance.

Rep. Finstad moved to amend HF 2147 as follows:

Page 1, line 16, delete the comma and insert “and at orientation"
Page 1, line 17, delete everything after “jail"
Page 1, line 18, delete everything before “with"
Page 1, line 21, delete “methamphetamine" and insert “all"
Page 2, line 3, delete “2006" and insert “2005"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 3283 (Abeler) Qualified long-term care insurance regulatory changes provided, and long-term care partnership program requirements modified.

Rep. Abeler moved HF 3283 be recommended to pass and be rereferred to the Committee on Commerce and Financial Institutions.

Rep. Abeler renewed his motion that HF 3283 be recommended to pass and be rereferred to the Committee on Commerce and Financial Institutions. THE MOTION PREVAILED.

The next meeting of the Health Policy and Finance Committee will be held on Thursday, March 23, 2006, at 10:15 a.m. in Room 10 of the State Office Building.
