Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the fifty-third meeting to order at 10:26 AM on Tuesday, March 28, 2006, in the room 5 of the State Office Building.

The Clerk noted the roll.

HF1862 (Abeler) Health care cost containment, charity care, and public employees insurance program provided; private sector health coverage and service cooperatives provisions modified; medical liability provided, and money appropriated.

Chair Tingelstad moved that HF1862 be recommended to pass and be referred to the Committee on Health Policy & Finance.

Chair Tingelstad moved the H1862A14 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Tingelstad moved to orally amend H1862 as follows:

Delete Article 4

THE MOTION PREVAILED AND CHAIR TINGELSTAD’S ORAL AMENDMENT WAS ADOPTED.

HF3598 (Cox) State department construction contracts regulated.

Chair Tingelstad moved that HF3598 be recommended to pass and be placed on the General Register.

Representative Kahn moved to amend Chair Tingelstad’s original motion as follows:

Delete “placed on the General Register” and insert “referred to the Committee on Jobs
and Economic Opportunity Policy & Reform”

Chair Tingelstad accepted Representative Kahn’s oral amendment.

HF3217 (Hansen) Paid organ donation leave for certain public employees provided.

Chair Tingelstad moved that HF3217 be recommended to pass and be placed on the General Register.

HF2567 (Welti) Leaves of absence authorized for employees to attend military send-off or homecoming ceremonies for immediate family members.

Representative Welti moved that HF2567 be recommended to pass and be referred to the Committee on Commerce & Financial Institutions.

Representative Welti moved the H2567A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Tingelstad brought HF3598 back up from the morning meeting, with Representative Kahn’s motion that it would be recommended to pass and be referred to the Committee on Jobs and Economic Opportunity Policy & Finance.

Representative McNamara moved to amend Representative Kahn’s motion as follows:

recommendation and be referred to the Committee on State Government Finance”

Representative Kahn withdrew her motion which would have sent HF3598 to the Committee on Jobs and Economic Opportunity Policy & Finance.

Representative McNamara renewed his motion to amend the original motion as follows:

Delete “be recommended to pass and be placed on the General Register” and insert “be
passed without recommendation and be referred to the Committee on State Government
Finance”

Chair Tingelstad accepted Representative McNamara’s amendment and incorporated the change in her original motion.

Representative Lillie requested a Roll Call Vote on HF3598.

Chair Tingelstad renewed her motion that HF3598 be passed without recommendation and be referred to the Committee on State Government Finance.

Representative Kahn moved to orally amend HF3743 as follows:

Delete Section 2; amend title accordingly

THE MOTION PREVAILED AND REPRESENTATIVE KAHN’S ORAL AMENDMENT WAS ADOPTED.

Representative Seifert updated his original motion as follows:

Delete “General Register” and insert “Consent Calendar”

Representative Seifert renewed his motion that HF3743 be recommended to pass as amended and be placed on the Consent Calendar. THE MOTION PREVAILED AND THE BILL WAS PLACED ON THE CONSENT CALENDAR.

Representative Severson assumed the gavel at 8:32 PM.

HF3718 (Hornstein) State purchasing of plug-in hybrid electric vehicles required in certain bid documents, funding provided to retrofit flexible fuel vehicles to operate as plug-in hybrid vehicles, and money appropriated.

Representative Severson moved that HF3718 be recommended to pass and be referred to the Committee on Higher Education Finance.

Representative Severson moved the H3718A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF3925 (Olson) Municipal boundary adjustment provisions modified, task force established, and money appropriated.

Representative Olson moved that HF3925 be recommended to pass and be referred to the Committee on State Government Finance.

Representative Olson moved the H3925A4 amendment, incorporating the following oral changes within the H3925A4 amendment.

Page 3, line 4, after “among” insert “counties,”
Page 3, after “towns” delete “are necessary” and insert “should be encouraged”

THE MOTION PREVAILED AND THE H3925A4 AMENDMENT WITH REPRESENTATIVE OLSON’S ORAL CHANGES WAS ADOPTED.
