Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the fifty-second meeting to order at 6:20 PM on Monday, March 27, 2006, in the room 10 of the State Office Building.

The Clerk noted the roll.

Representative Wardlow moved the approval of the minutes of Friday, March 24, 2006. THE MOTION PREVAILED.

HF3353 (Hackbarth) All-terrain vehicle usage on privately owned land during deer season rulemaking required.

Chair Tingelstad moved that HF3353 be recommended to pass and be placed on the General Register.

Chair Tingelstad renewed her motion that HF3353 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED AND THE BILL WAS PLACED ON THE GENERAL REGISTER.

HF3534 (Klinzing) Advisory task force for accelerated K-12 science, mathematics, and technology programs established.

Chair Tingelstad moved that HF3534 be recommended to pass and be placed on the General Register.

Chair Tingelstad moved the H3534A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Tingelstad updated her original motion as follows:

Delete “placed on the General Register” and insert “referred to the Committee on
Education Finance”

HF3341 (Powell) Health savings account option provision for legislators and staff required.

Representative Seifert moved that HF3341 be recommended to pass and be referred to the Committee on State Government Finance.

Representative McNamara moved that HF3116 be recommended to pass and be referred to the Committee on Agriculture, Environment and Natural Resources Finance.

Representative McNamara moved the A06-1388 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative McNamara moved the H3116A17 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

THE MOTION PREVAILED AND REPRESENTATIVE LOEFFLER’S ORAL AMENDMENT WAS ADOPTED.

Representative Tingelstad moved to orally amend HF3764 as follows:

Line 3.4 to 3.6, delete “If criteria other than price are used, price must constitute a
significant percentage of the relative importance of the criteria, unless otherwise
provided by law or approved by the commissioner.”

THE MOTION PREVAILED AND REPRESENTATIVE TINGELSTAD’S ORAL AMENDMENT WAS ADOPTED.

Representative Tingelstad moved to orally amend HF3764 as follows:

Page 7, line 32, after “services” insert “, architectural services,”

THE MOTION PREVAILED AND REPRESENTATIVE TINGELSTAD’S SECOND ORAL AMENDMENT WAS ADOPTED.
