Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the thirty third meeting to order 10:26 AM on Tuesday, April 05, 2005, in Room 5 of the State Office Building.

10:27:37 AM Representative Neil Peterson moved the approval of the minutes of Monday, April 4, 2005. THE MOTION PREVAILED.

HF1988 (Mahoney) relating to building plan review; providing an exemption from plan review for certain biotechnology manufacturing firms when plans meet designated specifications; directing the commissioner of labor and industry to study procedures for supervision of installation of biotechnology piping systems; requiring a report to the legislature.

10:29:31 AM Representative Mahoney moved that HF1988 be passed and be sent to the General Register.

10:29:52 AM Representative Mahoney moved the H1988A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF2212 (Tingelstad) relating to the Minnesota sesquicentennial; establishing a Sesquicentennial Commission; appropriating money.

10:39:45 AM Representative Tingelstad moved that HF2212 be passed and be re-referred to the Committee on State Government Finance.

10:39:55 AM Representative Severson assumed the gavel at 10:39 AM.

10:40:15 AM Representative Tingelstad moved the H2212A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

10:56:52 AM Representative Tingelstad moved to incorporate the following amendment into H1467DE1:

Delete Page 4, line 33 to Page 5, line 1, "Nothing in this…Constitution"

Page 4, line 10, delete "115.059" and insert "15.059"

11:48:32 AM THE MOTION PREVAILED AND THE AMENDED H1467DE1 DELETE EVERTYTHING AMENDMENT WAS ADOPTED.

11:48:39 AM Representative Kahn moved the H1467A9 Amendment.

11:55:05 AM Representative Kahn called for a division on the H1467A9 Amendment. There being 13 ayes and 8 nays with 1 absentee: THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

11:56:29 AM Representative Kahn moved the H1467A10 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

11:58:36 AM Representative Kahn moved the H1467A12 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

12:00:01 PM Representative Kahn moved the H1467A7 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

12:03:54 PM Representative Kahn moved the H1467A6 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
