Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the twenty ninth meeting to order at 10:31 am on Wednesday, March 23, 2005, in 500 S of the State Office Building.

The Clerk noted the roll.

10:31:07 AM Representative Dan Severson moved the approval of the minutes of Tuesday, March 22, 2005. THE MOTION PREVAILED.

HF1955 (Gunther) relating to public utilities; transferring power plant siting and routing, wind energy conversion system, and pipeline authority from the Environmental Quality Board to the Public Utilities Commission; amending Minnesota Statutes 2004, sections 116C.52, subdivision 2; 116C.53, subdivision 2; 116C.57, subdivisions 1, 2c, by adding a subdivision; 116C.575, subdivision 5; 116C.577; 116C.58; 116C.69, subdivisions 2, 2a; 216B.243, subdivisions 4, 5; 216C.052.

10:31:19 AM Representative Mike Beard moved that HF1955 be passed and be re-referred to the Committee on Regulated Industries.

10:45:31 AM Representative Tingelstad moved the H1955A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

10:47:22 AM Representative Mike Beard renewed his motion that HF1955 be passed as amended and be r-referred to the Committee on Regulated Industries. THE MOTION PREVAILED AND THE BILL PASSED.

HF1802 (DeLaForest) relating to state employment; ratifying certain labor agreements, arbitration awards, compensation plans, and salary increases.

10:47:55 AM Representative Tingelstad moved that HF1802 be passed and be re-referred to the Committee on State Government Finance.

HF913 (Beard) relating to state employees; modifying state employee group insurance plan provisions; amending Minnesota Statutes 2004, sections 43A.23, subdivision 1; 43A.24, subdivision 2; 43A.27, subdivisions 3, 4.
