Representative Tom Hackbarth, Chair of the Environment & Natural Resources Policy Committee, called the seventeenth meeting to order at 12:51 p.m. on March 17, 2005, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Rep. Cox moved that HF419 be recommended to pass and be placed on the General Register.
12:52:03 PM Rep. Cox moved the A05-0176 amendment.

12:53:46 PM Houston Nature Center, Karla Kinstler, along with Alice, the Great Horned owl, made the presentation of Great Horned owls.
1:07:03 PM Rep. Cox renewed his motion that HF419 be recommended to pass, as amended, and be placed on the General Register.

1:07:51 PM HF1044 (Garofalo) Metropolitan Council required to carry out water supply planning activities, advisory committee established, and housing bond credit enhancement program abolished

Rep. Tingelstad moved that HF1044 be recommended to pass and be re-referred to the Committee on Agriculture, Environment & Natural Resources Finance.

1:13:53 PM Metropolitan Council, Keith Buttleman, answered questions.
1:32:25 PM Rep. Tingelstad renewed her motion that HF1044 be recommended to pass and be re-referred to the Committee on Agriculture, Environment & Natural Resources Finance.

Rep. Cornish moved the HF0814CR1, Lands Subcommittee report, before the Committee for discussion.
1:34:58 PM Rep. Cornish moved that the HF0814CR1, Lands Subcommittee report be adopted by the full Environment & Natural Resources Committee.

2:05:44 PM Rep. Hackbarth holds HF450 over to decide whether or not it needs to go to the Committee on Claims.
2:06:11 PM Rep. Hackbarth moved HF990 from the table in the Lands Subcommittee for consideration by the full Environment & Natural Resources Committee.
