MINUTES


Representative Tom Hackbarth, Chair of the Environment & Natural Resources Policy Committee, called the ninth meeting to order at 12:45 p.m. on February 22, 2005, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

12:46:06 PM Rep. Wagenius moved the adoption of the minutes of the Environment & Natural Resources Policy Committee dated February 17, 2005.

THE MOTION PREVAILED

12:46:31 PM The Chair announced that the Committee would be hearing two bills.
12:47:39 PM HF902 (Ozment) Natural Resources Department gifts to the public to promote conservation value limit increased, state park permit provisions modified, fee disposition provided, and money appropriated.

Rep. Ozment moved that HF902 be recommended to pass and be re-referred to the Committee on Agriculture, Environment & Natural Resources Finance.
12:47:52 PM Rep. Ozment moved the H0902A1 amendment.

THE MOTION PREVAILED

12:48:36 PM Division of Parks & Recreation – DNR, Courtland Nelson, explained HF902
12:55:51 PM Parks &Trails Council of Minnesota, Judy Erickson, testified on the bill.
1:01:41 PM Rep. Ozment renewed his motion that HF902 be recommended to pass, as amended, and be re-referred to the Committee on Agriculture, Environment & Natural Resources Finance.

THE MOTION PREVAILED

1:02:03 PM HF826 (Ozment) Clean Water Legacy Act established providing authority, direction, and funding to achieve and maintain water quality standards for surface waters in accordance with the federal Clean Water Act, and money appropriated
Rep. Ozment moved that HF826 be recommended to pass and be re-referred to the Committee on Government Operations and Veterans Affairs.

2:08:16 PM Coalition of Greater MN Cities, Kari Thurlow, testified against the bill.
2:17:27 PM The Chair made the announcement that due to time HF826 would be laid over until the next meeting, Thursday, February 24, 2005.
