Representative Buesgens, Chair of the Education Policy and Reform Committee, began the thirtieth meeting at 8:16AM on Tuesday, March 21, 2006, in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Buesgens, Chair of the Education Policy and Reform Committee, called the thirtieth meeting to order at 8:26AM on Tuesday, March 21, 2006, in Room 200 of the State Office Building. A quorum was present.

HF3045 (Knoblach): Nonpublic school exemption for timely wage payment requirements provided.

Rep. Buesgens moved that HF3045 be recommended to pass and be placed on the general register.

Rep. Knoblach presented HF3045.

Rep. Buesgens renewed his motion that HF3045 be recommended to pass and be placed on the general register. THE MOTION PREVAILED.

HF3237 (Peppin): Independent School District No. 728, Elk River, election to form two school districts authorized.

Rep. Erickson moved that HF3237 be recommended to pass and be re-referred to the committee on Education Finance.

HF3534 (Klinzing): Accelerated K-12 science and mathematics programs option recommendation task force established.

HF2492 (Urdahl): Uniform school lock down plan; schools required to adopt, implement, and practice a uniform lock down plan, secondary officers, task force created, and rulemaking authorized.

Rep. Buesgens moved that HF2492 be recommended to pass and be re-referred to the committee on Education Finance.

On Page 4, line 12, after “Safety”, insert “Minnesota State Colleges and Universities; Minnesota Association of School Administrators;”

Page 2, after line 2, insert: “Sec 2. [121A.037] SCHOOL SAFETY DRILLS. Private schools and educational institutions not subject to section 121A.035 must have at least five school lock-down drills and five school fire drills consistent with section 299F.30, and one tornado drill.

EFFECTIVE DATE. This section is effective for the 2006-2007 school year and later.”

And amend the title accordingly.

Rep. Abeler moved the following oral amendment:

HF3307 (Erickson): Teaching standards of effective practice expanded to include technology and information literacy standards.

Rep. Erickson moved that HF3307 be recommended to pass and be placed on the general register.

HF3332 (Greiling): School performance report cards required to indicated the cut scores and corresponding percentages of items students must answer correctly at set percentages of items students must answer correctly at set performance levels.

Rep. Greiling moved that HF3332 be recommended to pass and be placed on the general register.
