EDUCATION FINANCE COMMITTEE
MINUTES
Representative Barb Sykora, Chair of the Education Finance Committee, called the fifty-fifth meeting to order at 12:39 p.m., on Thursday, April 6, 2006 in Room 5 of the State Office Building. A quorum was present.
The clerk noted the roll.

Representative Sykora moved HF3628(Sailer) for possible inclusion in the Education Finance Omnibus bill.
Representative Sailer offered an oral amendment as follows:
Page 1, Line 1, delete $523,000"" and insert "$524,000".
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Sailer presented HF3628 as amended - Independent School District No. 138, Red Lake, emergency aid appropriation increased.

Representative Sykora moved HF3687(Sykora) for possible inclusion in the Education Finance Omnibus bill.
Representative Sykora presented HF3687 - School boards authorized to annually increase operating levy by the rate of inflation.

Representative Demmer laid over HF3687 for possible inclusion in the Education Finance Omnibus bill.
Representative Sykora moved HF4071 for possible inclusion in the Education Finance Omnibus bill.
Representative Heidgerken moved to amend HF4071 with the 06-5865 amendment as follows:
HF4071, Page 1, after Line 4 insert Line 1.6 and all the following lines of the 06-5865 amendment.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Sykora presented HF4071(Sykora) as amended.

Representative Abeler moved HF1167(Abeler) for possible inclusion in the Education Finance Omnibus bill.
Representative Abeler moved to orally amend HF1167 as follows:
"Strike Sections 1 and 3".
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Abeler presented HF1167 as amended - Adult basic education formula modified, grants awarded, and money appropriated.

Representative Sykora moved (Urdahl) for possible inclusion in the Education Finance Omnibus bill.
Representative Urdahl moved to orally amend HF3759 as follows:

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Erickson moved to orally amend the H3759A5 amendment as follows:
Page 1, Line 1.10, insert a comma “ , " after “competencies"
