MINUTES


Representative Barb Sykora, Chair of the Education Finance Committee, called the fifty-third meeting to order at 12:36 p.m., on Thursday, March 30, 2006 in Room 5 of the State Office Building. A quorum was present.

The clerk noted the roll.

Representative Davnie moved HF3685(Davnie) for possible inclusion in the Education Finance Omnibus bill.

Representative Davnie presented HF3685 - Limited English proficiency program funding limit removed.

Testifying on HF3685:

Representative Sykora laid over HF3685 for possible inclusion in the Education Finance Omnibus bill.

Representative Greiling moved HF3903(Greiling) for possible inclusion in the Education Finance Omnibus bill.

Representative Greiling presented HF3903 - Scholars of distinction program continued, and money appropriated.

Representative Sykora laid over HF3903 for possible inclusion in the Education Finance Omnibus bill.

Representative Sykora moved HF3223(Dorman) for possible inclusion in the Education Finance Omnibus bill.

Representative Dorman presented HF3223 - Increased school district heating and transportation fuel cost grant money appropriated.

Representative Dorman offered an oral amendment as follows:
Page 1, Line 1.9, delete "resident" and insert "adjusted"

Rep Sykora laid over HF3223, as amended, for possible inclusion in the Education Finance Omnibus bill.

Representative Erickson assumed the gavel.

Representative Sykora moved HF3501(Sykora) for possible inclusion in the Education Finance Omnibus bill.

Rep. Sykora moved to amend HF3501 with the H3501DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sykora presented HF3501, as amended, - State determined tuition rates for special education services delayed.

Representative Erickson laid over HF3501, as amended, for possible inclusion in the Education Finance Omnibus bill.

Representative Erickson moved HF3543(Eastlund) for possible inclusion in the Education Finance Omnibus bill.

Representative Eastlund presented HF3543- Special education fiscal agent inclusion in the list of cooperative special education service providers eligible for a waiver provided.

Rep Sykora moved HF3577 (Kelliher) for possible inclusion in the Education Finance Omnibus bill.

Representative Kelliher moved the SCS2744A-1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kelliher presented HF3577, as amended - Program growth factor for regular special education added and aid increased.

Representative Sykora moved that HF3744(Sykora) pass and be sent to the General Register. THE MOTION PREVAILED.

Representative Heidgerken moved the minutes. THE MINUTES WERE APPROVED.
