EDUCATION FINANCE COMMITTEE
MINUTES

Representative Barb Sykora, Chair of the Education Finance Committee, called the forty-seventh meeting to order at 12:44 p.m., on Thursday, March 16, 2006 in Room 5 of the State Office Building. A quorum was present.

The clerk noted the roll.

Members absent and excused: Representative Mindy Greiling and Representative Scott Newman.

Representative Sykora moved HF 2881 for possible inclusion in the Education Finance Omnibus Bill.

Representative Urdahl presented HF2881(Urdahl) - Superintendent sharing financial incentive for school districts created.

Represented Sykora laid over HF2881 (Urdahl) over for possible inclusion in the Education Finance Omnibus Bill.

Representative Sykora moved HF 3121 for possible inclusion in the Education Finance Omnibus Bill.

Representative Klinzing assumed the gavel.

Representative Sykora presented HF3121 - Charter school start-up aid for certain charter schools restored.

Testifying on HF3121:
Karen Charles, Superintendent/Director Main Street School of Performing Arts.
Mr. Bill Pierro, School Board Chair, Main Street School of Performing Arts.

Representative Klinzing laid over HF3121 for possible inclusion in the Education Finance Omnibus Bill.

Representative Klinzing moved HF 2430 for possible inclusion in the Education Finance Omnibus Bill.

Representative Ellison presented HF2430 - Quantum opportunities program funding provided, and money appropriated.

Representative Sykora laid over HF2430 for possible inclusion in the Education Finance Omnibus Bill.

Greg Crowe gave an overview and took questions on HF3522 (Knoblach) - Prekindergarten through grade 12, early childhood, family, adult education, and human services programs forecast adjustments provided, human services savings implemented, and money appropriated.

Representative Sykora noted that the new language from the bonding amendment was in the member’s packets for review.

Representative Ruth Johnson introduced St. Peter School Board, Terry Morrow, St. Peter School Board Member who gave a presentation, relating to HF 3463 (Johnson, R.) - St. Peter early learning center bonds issued and money appropriated.


Representative Sykora moved HF2778 for possible consideration in the Education Finance Omnibus bill.

Representative Gazelka presented HF2778 (Gazelka) - Schools mentoring schools program grants provided, and money appropriated.

Ms. Chris Kelly, Mentor & Mentor Trainer, Brainerd Public Schools.
Dr. Linda Berger, Music Education, St. Olaf College.

Representative Sykora laid over HF2778 for possible inclusion in the Education Finance Committee Omnibus Bill.

Representative Sykora moved the minutes. THE MINUTES WERE APPROVED.
