EDUCATION FINANCE COMMITTEE
MINUTES


Representative Barb Sykora, Chair of the Education Finance Committee, called the forty-ninth meeting to order at 12:35 p.m., on Wednesday, March 22, 2006 in Room 5 of the State Office Building. A quorum was present.

The clerk noted the roll.

Representative Howes presented HF 3247.

Representative Sykora moved the H3247A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Howes moved to orally amend the H3247A2 amendment as follows:
Line 1.6 delete "its borders" insert "the city where the school is located". THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Sykora laid over HF3247, as amended, for possible inclusion in the Education Finance Omnibus bill.

Representative Dittrich presented the Anoka-Hennepin Compensatory Pilot Program Report.

Representative Klinzing presented HF3151 - Summit Academy OIC 100 hard hats program funding provided, and money appropriated.

Testifying on HF3151:

Representative Sykora laid over HF3151 for possible inclusion in the Education Finance Omnibus bill.

Representative Ozment presented HF2847 - Minneapolis Teachers Retirement Fund Association and Teachers Retirement Association merged, contribution rates adjusted, benefit increase provided, technical changes provided, and money appropriated.

Representative Thissen presented additional information on HF2847.

Howard Bicker, State Board of Investments.

Representative Smith presented HF 2367 - Minneapolis Teachers Retirement Fund Association and Teachers Retirement Association merged, postretirement calculation modified, contribution rates adjusted, benefit increase provided, technical changes provided, and money appropriated.


Representative Sykora moved to amend HF2847 with the HF2847-5A amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF2847 as amended:
Jan Alswager, Education Minnesota.

Representative Sykora moved that HF2847, as amended, be recommended to pass and be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED.

Representative Sykora laid over HF2367.

Representative Sykora announced the formation of an Early Childhood Working Group.

Representative Sykora moved the minutes of March 16, 2006. THE MOTION PREVAILED.

Representative Sykora moved the minutes of March 21, 2006. THE MOTION PREVAILED.
