MINUTES



Representative Barb Sykora, Chair of the Education Finance Committee, called the forty-third meeting to order at 1:11 p.m., on Wednesday, March 8, 2006 in Room 5 of the State Office Building. A quorum was present.

The clerk noted the roll.

Representative Sailer presented HF 2699(Sailer) - A bill for an act relating to capital improvements; appropriating money for Independent School District No. 38, Red Lake, for school construction costs and related improvements; authorizing the issuance of state bonds.

Representative Sailer moved to amend HF2699 with the A06-1132 Delete-All Amendment.
THE MOTION PREVAILED THE AMENDMENT WAS ADOPTED.

Chair Sykora moved to orally amend HF2699 to include the dollar figure of $55,383,000 in the bill .THE MOTION PREVAILED, THE ORAL AMENDMENT WAS ADOPTED.

HF 2699(Sailer) was laid over for possible inclusion in the bonding recommendations to the Capital Investment Committee.

Representative Aaron Peterson presented HF3075(Peterson, A.) - A bill for an act relating to capital improvements; authorizing the sale of state bonds to provide funding for an innovative school project in Lincoln County.

HF3075 was laid over for possible inclusion in the bonding recommendations to the Capital Investment Committee.

Representative A. Peterson presented HF2988 - A bill for an act relating to education finance; expanding eligibility for the cooperative secondary facilities program; authorizing the issuance of state bonds;amending Minnesota Statutes 2004, sections 123A.44; 123A.441; 123A.442; 3A.443.

Testifying on HF2988:

John Ryberg, Minnesota Department of Education.

HF 2988(A. Peterson) was laid over for possible inclusion in the bonding recommendations to the Capital Investment Committee.

Representative Sykora moved HF2987(Abrams).

Representative Abrams presented HF2987 - A bill for an act relating to capital improvements; authorizing the city of Minneapolis to undertake a program for a center for music education; appropriating money to construct the MacPhail Center for Music, in the city of Minneapolis; authorizing the sale of state bonds.
